Position Summary

The Government Contracts & Business Development Manager is responsible for identifying, pursuing, and securing government contracting opportunities that support the organization's growth objectives. This position oversees the government bidding and proposal process from opportunity identification through submission, award, and contract transition.

The ideal candidate is highly organized, detail-oriented, and knowledgeable about government procurement processes. The position requires strong research, communication, negotiation, and project management skills, as well as the ability to develop relationships with government agencies, procurement officials, prime contractors, subcontractors, and other business partners.

Key Responsibilities

Government Contracting & Bids

  • Research and identify New York City contracting opportunities.
  • Monitor New York City procurement portals, bid notifications, Requests for Proposals (RFPs), Requests for Quotations (RFQs), Invitations for Bid (IFBs), and Requests for Information (RFIs).
  • Evaluate opportunities to determine alignment with the company's capabilities, resources, pricing, and strategic goals.
  • Coordinate the preparation and submission of competitive bids, proposals, quotes, and required documentation.
  • Review solicitation requirements, specifications, terms, conditions, deadlines, and compliance requirements.
  • Develop bid strategies and coordinate internal resources to ensure timely and accurate submissions.
  • Prepare bid pricing, schedules, capability statements, organizational information, and other proposal materials.
  • Coordinate with operations, finance, legal, HR, and senior management as necessary during the bidding process.
  • Maintain a comprehensive calendar of upcoming bids, deadlines, renewals, and contract requirements.
  • Track submitted proposals and follow up regarding award decisions, clarifications, and additional information requests.
  • Maintain organized records of bids, proposals, contracts, correspondence, and supporting documentation.

Business Development

  • Develop and maintain a pipeline of government and public-sector business opportunities.
  • Build relationships with government agencies, purchasing departments, procurement officers, prime contractors, vendors, and strategic partners.
  • Identify opportunities for subcontracting, teaming arrangements, and joint ventures where appropriate.
  • Develop strategies to expand the company's presence in existing government accounts and enter new markets.
  • Attend government procurement events, networking opportunities, industry conferences, pre-bid meetings, and vendor outreach events.
  • Prepare presentations, capability briefings, and company qualification materials.
  • Conduct market research to identify emerging government needs and potential areas for expansion.
  • Monitor competitors, contract awards, industry trends, and changes in government procurement activity.

Contract Management & Compliance

  • Assist with contract negotiations and contract award processes.
  • Coordinate the transition of awarded contracts from business development to operations.
  • Monitor contract performance, renewal dates, deliverables, and compliance requirements.
  • Ensure proposals and contracts are consistent with applicable solicitation requirements and company policies.
  • Work closely with management to address contract issues, amendments, renewals, and extensions.
  • Maintain accurate documentation for audits and government compliance requirements.

Qualifications

  • Bachelor's degree in Business Administration, Public Administration, Marketing, Government Contracting, or a related field preferred.
  • 3–5+ years of experience in government contracting, business development, proposal management, procurement, or a related field.
  • Demonstrated experience identifying and pursuing government contracting opportunities.
  • Strong understanding of RFP, RFQ, IFB, and government procurement processes.
  • Excellent written and verbal communication skills.
  • Strong research, analytical, organizational, and project management abilities.
  • Excellent attention to detail and ability to manage multiple deadlines simultaneously.
  • Strong negotiation and relationship-building skills.
  • Proficiency with Microsoft Office, including Word, Excel, and PowerPoint.
  • Ability to work independently while coordinating effectively with multiple departments.
  • Experience with government procurement portals such as SAM.gov and state/local procurement systems is preferred.

Preferred Experience

  • Experience working with federal, state, county, or municipal contracts.
  • Experience with government vendor registration and certification processes.
  • Experience preparing competitive proposals and government bids.
  • Experience developing pricing and cost proposals.
  • Existing relationships within government procurement or public-sector markets.
  • Knowledge of government contracting regulations and compliance requirements.
  • Experience with contracts involving security, healthcare, facilities management, staffing, transportation, or other service-based industries is a plus.
