We are looking for an experienced Government Contract Manager to help identify, pursue, manage, and support the successful delivery of U.S. government contracts.

As Government Contract Manager, you will coordinate AlphaGov’s government contracting activities across the full contract lifecycle—from opportunity identification and solicitation review through proposal submission, contract administration, compliance, reporting, and closeout.

You will monitor federal, state, and local government opportunities; evaluate bid requirements; maintain proposal calendars; coordinate submission materials; and help ensure that AlphaGov fulfills its contractual obligations.

This position requires practical experience with U.S. government procurement and a strong understanding of solicitation documents, compliance requirements, proposal processes, and contract administration.

You will work closely with executive leadership, consultants, subject-matter experts, researchers, and external partners to assemble qualified teams and submit compliant, competitive proposals.

Key Responsibilities

Government Opportunity Management

  • Monitor SAM.gov and relevant state, local, authority, and public-sector procurement portals.

  • Identify opportunities aligned with AlphaGov’s workforce intelligence and government advisory services.

  • Review requests for proposals, requests for qualifications, invitations to bid, sources-sought notices, and other procurement documents.

  • Summarize solicitation requirements, evaluation criteria, deadlines, and submission instructions.

  • Evaluate potential opportunities for strategic fit, eligibility, competitiveness, delivery risk, and resource requirements.

  • Maintain an organized pipeline of active and prospective government opportunities.

  • Track amendments, questions, deadlines, award notices, and procurement updates.

Proposal Coordination

  • Develop proposal schedules, compliance checklists, responsibility matrices, and submission plans.

  • Coordinate proposal development with leadership, consultants, researchers, and subject-matter experts.

  • Gather required resumes, past-performance information, references, certifications, representations, pricing inputs, and administrative documents.

  • Ensure that proposals address every solicitation requirement and evaluation criterion.

  • Review proposals for completeness, consistency, accuracy, and compliance.

  • Manage final proposal assembly and submission through the required government portal or delivery method.

  • Maintain an organized library of reusable proposal content, qualifications, resumes, project descriptions, and supporting documents.

Contract Administration

  • Review contract terms, deliverables, reporting requirements, milestones, and performance standards.

  • Maintain contract files and records throughout the contract lifecycle.

  • Track deliverables, deadlines, invoices, modifications, renewals, options, and closeout requirements.

  • Coordinate required reports and documentation with internal project teams.

  • Support communication with contracting officers, procurement representatives, program managers, and agency stakeholders.

  • Help ensure that contractual commitments are clearly communicated to everyone responsible for delivery.

  • Document contract decisions, approvals, changes, and correspondence.

Compliance & Risk Management

  • Support compliance with applicable federal, state, and local contracting requirements.

  • Maintain required registrations, certifications, representations, insurance documents, and vendor profiles.

  • Monitor SAM.gov registration status and related government vendor information.

  • Identify contractual, financial, operational, and compliance risks before submission or acceptance.

  • Review applicable FAR provisions, agency clauses, and solicitation-specific requirements.

  • Escalate unusual, high-risk, or unfavorable contract terms to executive leadership.

  • Protect confidential, procurement-sensitive, and proprietary information.

Partner & Team Coordination

  • Coordinate proposal activities involving subcontractors, consultants, universities, research partners, and subject-matter experts.

  • Collect teaming documents, letters of commitment, qualifications, pricing information, and required certifications.

  • Maintain clear ownership of proposal and contract responsibilities.

  • Help assemble opportunity-specific teams based on the expertise required by each engagement.

  • Support subcontractor onboarding and documentation when applicable.

Government Contracting Administration

  • Maintain accurate opportunity, proposal, and contract records.

  • Track questions, clarifications, amendments, submissions, awards, and debriefings.

  • Organize procurement documents using consistent naming and filing standards.

  • Prepare internal summaries and status reports for executive leadership.

  • Maintain calendars for proposal deadlines, contract milestones, reporting dates, and renewal periods.

  • Help improve AlphaGov’s government contracting procedures, templates, and internal controls.

Required Qualifications

  • 3+ years of direct experience in U.S. government contracting, procurement, proposal management, or contract administration.

  • Experience working with federal, state, or local government solicitations and contracts.

  • Demonstrated ability to review RFPs, RFQs, RFIs, sources-sought notices, and related procurement documents.

  • Working knowledge of SAM.gov and government procurement portals.

  • Familiarity with Federal Acquisition Regulation principles and common government contract requirements.

  • Experience developing compliance matrices, proposal schedules, and submission checklists.

  • Strong written and spoken English.

  • Excellent organizational, analytical, and project-management skills.

  • Exceptional attention to detail and ability to manage multiple deadlines.

  • Ability to communicate professionally with U.S. government officials, executives, consultants, and business partners.

  • Strong judgment when evaluating compliance requirements, contractual risks, and submission requirements.

  • Reliable high-speed internet connection and a professional remote workspace.

Preferred Qualifications

  • Experience in one or more of the following areas is preferred:

  • Federal government contracting

  • State and local government procurement

  • Workforce development or workforce planning contracts

  • Economic development consulting

  • Labor market research or workforce analytics

  • Infrastructure, transportation, manufacturing, or energy workforce projects

  • Program evaluation or management consulting

  • Professional services contracts

  • Government proposal writing

  • IDIQ, task-order, or multiple-award contracts

  • Subcontractor and teaming agreement coordination

  • Government contract invoicing, reporting, and closeout

  • Certifications such as CPCM, CFCM, CCCM, APMP, PMP, or similar

Work Schedule

  • Full-time

  • Remote

  • Must have regular availability during U.S. Eastern Time business hours.

  • Occasional additional availability may be required around proposal deadlines or contract deliverables.
