The Office of Information Technology Services (OITS) is looking for a detail-oriented Purchasing/Procurement Analyst to join our team. The position procures commodity and services ‎and is responsible for participating in providing daily purchasing support. The dependable candidate must have ‎knowledge of government procurement and contracting requirements. This position is located at the DCF Headquarters in Tallahassee in the Office of Information Technology Services.

REQUIREMENTS:

CONDITIONS OF EMPLOYMENT

Minimum requirements of employment include:

  • High school diploma or equivalent;
  • Two (2) years of experience in developing, reviewing, and issuing purchase orders utilizing MyFloridaMarketPlace (MFMP) in Ariba on Demand (AOD):
  • Experience with Microsoft Office Suite

Preference will be given to applicants with:

  • IT Procurement experience
  • Florida Certified Contract Manager (FCCM)
  • Advanced knowledge of creating excel spreadsheets
  • Working with Smartsheet.

New employees of the Department of Children and Families will be required to:

  • Successfully complete a Level II Background Screening.
  • Participate in a direct deposit/electronic transfer program.

DUTIES AND RESPONSIBILITIES:

This position effectively reviews and processes purchases and coordinates activities to meet business needs of the Department, through purchasing strategies, policies, and procedures.

  • Review requests and processes requisitions within MyFloridaMarketPlace (MFMP) for the purchase of commodities and services.
  • Ensure purchases are complete, accurate, and in compliance with policies, rules, and law prior to processing.
  • Process receipts of commodities and services for invoice processing.
  • Assist customers in determining correct procurement methods, sources, and specifications.
  • Provides guidance and assistance to internal customers on procurement and contract matters, the preparation of scopes of work, ‎specifications, or other special requirements.
  • Perform other related duties as required.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Principles and techniques of effective communication.
  • Administrative principles and practices.
  • Knowledge of State and Departmental contracting policies and procedures.
  • Skilled in the MyFloridaMarketPlace (MFMP) in terms of Requisitions, Purchase Orders, Change Orders, required documentation and Invoicing.
  • General understanding of the State Accounting Laws, policies, rules, and procedures and how they relate to the MFMP application.
  • Ability to conduct fact finding research; utilize problem-solving techniques; and make detailed analysis and management critiques of procurement and contracting requests.
  • Ability to plan, organize and coordinate work assignments; communicate effectively; and establish and maintain effective working relationships with others.
  • Ability to multi-task to meet deadlines.
