This position reports directly to the General Services (GS) Bureau Chief. This is a full-time position that conducts independent work providing research, auditing, and management consulting services to ensure that all statutes, rules, and proper procedures are adhered to for the GS bureau in the areas of: purchasing, contract administration, facilities, leasing, construction projects, fleet, and property/asset management.

DUTIES & RESPONSIBILITIES:

Specific duties include:

  • Researching, reviewing, and interpreting Florida Statutes and Florida Administrative Rules;
  • Reviewing, interpreting, developing, updating, implementing, and auditing policies, desk procedures, and checklists for the GS sections to ensure they contain all statutorily mandated requirements;
  • Researching, providing detailed analysis, developing, planning, and compiling necessary information for creating standards on a statewide basis and the improvement of FDLE’s GS operations;
  • Conducting routine compliance audits of:
    • Physical contract and lease files and shared drive folders;
    • Fleet and property/asset management records;
    • Procurement solicitation folders and logs;
    • Department fuel cards;
    • Facilities/Construction Project files; and
    • MyFloridaMarketplace Purchase Orders.
  • Reporting audit findings and recommendations for the improvement of internal GS processes to the Chief of GS;
  • Maintaining and updating all informational content located the GS internal website; and
  • Conducting special projects at the request of the Chief of GS.

KNOWLEDGE, SKILLS & ABILITIES:

  • Knowledge of methods of data collection and analysis;
  • Knowledge of basic management principles and practices;
  • Ability to research, analyze, and interpret statutes and rules;
  • Ability to demonstrate compliance with auditing standards;
  • Ability to identify criteria relevant to a subject of review;
  • Ability to communicate effectively verbally and in writing;
  • Ability to compile data into written reports and presentations;
  • Ability to work independently and in a collaborative environment; and
  • Ability to establish and maintain effective working relationships with others.

BACKGROUND:

FDLE requires an extensive background process of all recommended applicants. The elements of a background include: financial credit check, criminal history of applicant and applicant’s immediate family or roommates, personal references, employment and education verifications (which includes official transcript(s)), drug screen and fingerprinting. This information will be utilized to make the final hiring decision.

NOTES:

Preference will be given to current FDLE members who have satisfactorily completed at least six months of the probationary period for their current position.
