1. Role Purpose


The Government Affairs Manager is responsible for building, maintaining, and strengthening relationships with government authorities, industry associations, and key external stakeholders to support the company’s business operations in the mobile phone, smart device, digital technology, and telecommunications sectors.


This role acts as a bridge between the company and regulatory bodies, ensuring that the company stays informed of policy developments, legal changes, technical standards, trade regulations, data protection requirements, cybersecurity rules, and other regulations relevant to technology products.


2. Key Responsibilities


Government Relations and External Affairs


  • Build and maintain effective working relationships with relevant ministries, government agencies, regulators, local authorities, industry associations, and business chambers.

  • Represent the company in policy meetings, seminars, industry forums, public-private dialogues, and association activities.

  • Support senior management in engagements with government agencies, international organizations, embassies, business associations, and strategic partners.

  • Identify key stakeholders and develop appropriate engagement plans.


Policy Monitoring and Analysis


  • Monitor, analyze, and update the company on policies, draft laws, and new regulations related to:

    • Mobile phones, consumer electronics, and smart devices.

    • Telecommunications, frequency management, network connectivity, and product conformity certification.

    • Trade, import/export, tax, customs, and market surveillance.

    • Personal data protection, cybersecurity, and information security.

    • Technical standards, environmental requirements, batteries, chargers, packaging, and recycling.

    • E-commerce, advertising, and consumer protection.

  • Assess the potential impact of policy and regulatory changes on business operations, products, supply chain, and market strategy.

  • Prepare policy analysis reports, regulatory updates, and action recommendations for senior management.


Policy Advocacy and Risk Management


  • Work with internal teams to develop company positions, policy comments, and advocacy proposals.

  • Draft official letters, presentation materials, position papers, briefing notes, and other documents for engagement with government authorities.

  • Participate in providing comments on draft regulations through industry associations or direct engagement channels.

  • Identify policy, legal, and reputational risks that may affect the company’s operations.

  • Recommend mitigation plans to ensure the company’s activities are aligned with regulatory expectations.


Business and Operational Support


  • Collaborate with Sales, Marketing, Legal, Compliance, Supply Chain, Product, After-sales, and Regulatory teams to address matters involving government agencies or regulators.

  • Support license applications, certifications, approvals, product registrations, and other administrative procedures.

  • Assist in handling issues related to market inspections, product quality management, public communications, or consumer complaints.

  • Ensure business activities, product launches, and marketing campaigns comply with applicable regulations.


Policy Communication and Internal Governance


  • Provide internal advice on the policy environment and relevant regulatory requirements.

  • Organize or support internal policy update sessions for relevant departments.

  • Maintain databases of government agencies, industry associations, policy developments, and priority issues.

  • Coordinate with regional or global teams to update them on Vietnam’s policy environment and implement the group’s external affairs priorities.


Requirements


3. Requirements


Education


  • Bachelor’s degree or above in Law, Public Policy, International Relations, Economics, Journalism, Communications, Business Administration, or a related field.

  • A postgraduate degree or specialized training in public policy, law, technology, or telecommunications is preferred.


Experience


  • Minimum 5–8 years of experience in Government Affairs, Public Policy, External Affairs, Legal, Compliance, or Regulatory Affairs.

  • Experience in one or more of the following industries is preferred:

    • Technology.

    • Mobile phones / consumer electronics.

    • Telecommunications.

    • E-commerce.

    • FMCG or multinational companies operating in highly regulated environments.

  • Prior experience working with government agencies, industry associations, or international organizations is an advantage.

  • Strong understanding of Vietnam’s legal system, policymaking process, and regulatory environment.


Professional Knowledge


  • Solid understanding of public policy, corporate law, and regulations related to the technology and telecommunications sectors.

  • Ability to analyze draft regulations and assess their impact on business operations.

  • Knowledge of personal data protection, cybersecurity, trade, import/export, technical standards, and consumer protection is an advantage.

  • Ability to develop stakeholder engagement strategies and manage external relationships effectively.


4. Required Skills

  • Proficiency in English, including business writing and presentations.

  • Contribution to protecting the company’s legitimate interests and supporting business growth.
