Governance/Outreach Specialist
ROLE

Red Arch Solutions is seeking an experienced Governance & Outreach Professional to support the development and execution of data governance frameworks and interagency collaboration initiatives for the Defense Intelligence Agency (DIA).
With 15+ years of professional experience, you will play a critical role in drafting governance policies, maintaining best practice repositories, and executing informal/formal collaboration mechanisms across the Intelligence Community (IC). Working under the Outreach Lead, you will ensure that data stewards, technical teams, and IC partners remain aligned on metadata standards, quality metrics, and sharing protocols.

KEY RESPONSIBILITIES

  • Governance Support Assist in the development of the Data Governance Framework, including defining roles/responsibilities (Data Owners, Stewards, Custodians) and drafting policies covering data classification, metadata management, and access/sharing protocols.
  • Outreach & Engagement Execute informal collaboration mechanisms, including coordinating regular VTCs, technical exchange forums, and email lists to foster IC data community social networking
  • Meeting FacilitationSupport the planning and execution of monthly Technical Exchange Meetings and bi-monthly Stakeholder Engagement Meetings. Prepare briefing materials, capture technical discussions, and meticulously document outcomes and action items.
  • Best Practices ManagementBuild and maintain a robust best practices repository that documents successful metadata approaches, common challenges/solutions, and reusable templates from across the IC.
  • Activity TrackingSystematically track partnership activities, ensuring that collaborative activities, joint deliverables, and resolved issues are accurately documented and reported.

REQUIRED QUALIFICATIONS

  • Clearance: Active, current Top Secret / SCI with Polygraph is mandatory
  • Experience: 15+ years of professional experience, with specific background in federal data governance, program coordination, or stakeholder management within the DoD or Intelligence Community.
  • Communication SkillsStrong capability in technical writing and documentation, with the ability to translate complex data governance principles into actionable policies and meeting minutes.
  • Education: Bachelor’s degree in communications, Public Administration, Information Management, or a related discipline.
DESIRED SKILLS & FRAMEWORKS

  • Exceptional executive-level presentation and negotiation skills.
  • Proven track record of successfully drafting and executing Memorandums of Understanding (MOUs) between federal intelligence agencies.
  • Familiarity with organizational change management and adoption metrics related to data modernization.
Salary range for this position !165,000-185,000 #CJ

The Red Arch Solutions pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Determination of official compensation or salary relies on several factors including, but not limited to, level of position, job responsibilities, geographic location, scope of relevant work experience, educational background, certifications, contract-specific affordability, organizational requirements, alignment with local internal equity as well as alignment with market data.
