ANSER is seeking a Global Investment Advisor within the Office of the Deputy Assistant Secretary of Defense for Industrial Base Policy (IBP), Global Investment and Economic Security Directorate (GIES). In this role you will manage review, mitigation, and monitoring of foreign investments involving critical technologies and supply chain concerns within the Defense Industrial Base (DIB).

Day-to-Day Responsibilities

  • Review CFIUS Joint Voluntary Notices and Declarations, including transaction documents, corporate ownership structures, cybersecurity and physical security policies, and USG contracting information.
  • Conduct analysis and due diligence on foreign investment transactions, provide actionable recommendations, and support DoD leadership and interagency decision-making
  • Conduct due diligence and fact-finding research independently and with DoD stakeholders to assess foreign ownership risks to the DIB, including technology transfer, supply chain vulnerabilities, network resiliency, and cybersecurity.
  • Analyze open-source and classified information on transaction parties to support actionable policy recommendations for DoD leadership.
  • Author analysis papers on foreign ownership risks and advise the interagency Committee on recommended actions.
  • Produce case summaries, talking points, and action memos for DoD leadership.
  • Support evolving investment trends, technology security policies, and CFIUS policy developments.
  • Provide analytical support to DoD and interagency working groups, including non-notify cases, to identify foreign investment risk in the DIB.
  • Draft and deliver Risk-Based Assessments (RBA) and mitigation terms as needed.

Required Qualifications

  • Active Top Secret security clearance with SCI eligibility/adjudication
  • Bachelor’s degree
  • 5 years’ experience in global investments advising
  • Experience preparing and conducting business analyses and studies, needs assessments, requirements analysis/definition, and cost/benefit analyses to align business systems, solutions, and initiatives
  • Experience and/or understanding of preparing forecasts, analyzing trends, and reporting regulations and business conditions
  • Experience developing and analyzing metrics, performance measurements, requirements, reports, and recommendations related to management, organizational structure, policy/procedures, and business systems
  • Experience identifying potential business risks, including business performance, economic case analysis, internal control, and enterprise risk assessment

Preferred Qualifications

  • Strong interpersonal and social skills
  • Exceptional written and verbal communication skills
  • Demonstrated experience advising within the Department of Defense (DoD), Industrial Base Policy, or a similar strategic-level staff environment
  • Proven experience briefing, interacting with, and providing counsel to senior military leaders, including Flag and General Officers
  • Experience supporting on-site implementation of project plans and process improvement initiatives to ensure objectives are met
  • Professional certification as a Project Management Professional (PMP), Lean Six Sigma (Green Belt or higher), or equivalent, with a track record of driving successful process improvement initiatives
