BACKGROUND ON Ghana IHP:

The purpose of the US-Government funded Ghana Integrated Health Partnership (IHP) activity to strategically contribute to the Government of Ghana’s strategies to reduce preventable maternal, newborn and child deaths, including stillbirths, and improve their overall health and well-being by 2030. Activities are expected to advance Ghana toward increased localization, strengthening the capacity of Ghana institutions and local organizations to introduce, deliver, scale up, and sustain the use of evidence-based, quality MNCH, voluntary family planning, malaria, nutrition, and global health security services. The project will increase access, utilization and quality of maternal and child health, family planning, malaria, and nutrition services to reduce preventable maternal, newborn and child deaths in northern Ghana.

POSITION SUMMARY:

To provide technical leadership and direction to IHP and partners in the building of sustainable systems for capacity building, stakeholder and resource mobilization, partnerships, data -driven and evidence based integrated disease surveillance and response interventions and a focus on country and global priority public health emergencies to ensure an effective and efficient global health security system.

PRINCIPAL RESPONSIBILITIES:

  1. Be responsible for compiling a database and reports of public health emergencies, disease outbreaks and response, and one health concept issues in the country, the Africa region and globally and provide feedback to IHP and other relevant partners.
  2. Lead in IHP’s participation in the implementation of activities under the National Action Plan for Health Security.
  3. Plan and budget for IHP supported global health security activities in focus regions, and the mobilization of resources to support the GHS/MOH in global health security interventions.
  4. Work in partnership with other advisors/ experts from the government, bilateral and multilateral organizations to improve sharing of reports/information on public health emergencies and the International Health Regulations
  5. Participate in follow-up investigations and response on disease outbreaks and other public health emergencies in IHP supported regions and facilities
  6. Lead in provision of technical support to IHP supported districts and health facilities in research and data management in investigations and response to public health emergencies of concern to global health security.
  7. Conduct spatial mapping of hotspots and conduct forecasting of potential impact of events of global health security importance and their impact on health and socioeconomic systems of the geographical areas concerned.
  8. Conduct regular monitoring and supervision of disease and other public health event surveillance activities in IHP supported districts and high-volume facilities including one health activities.
  9. Work with the Strategic Information Unit in monitoring and evaluating the impact of IHP supported global health security activities.
  10. Work with the Technical Teams of Project HOPE HQ and Africa Region to share experiences, receive updates, and lead IHP to participate in collective proposal writing, multi-centre implementation of interventions and research.
  11. Assist the Technical Director and COP in the preparation of periodic briefs/reports on IHP global health security activities for the Office of Foreign Assistance of the US State Department.
  12. Link up with the Communications and knowledge management Team in the documentation and dissemination of human stories, and impact global health security activities on communities and stakeholders.
  13. Perform other official duties that may be assigned by the Chief of Party.

MINIMUM REQUIRED SKILLS, EDUCATION AND EXPERIENCE:

  • Masters in Disease Epidemiology, Public or equivalent qualification
  • 7 years working experience at the level of Senior Advisor/Deputy Director in Public sector or NGO in Global Health security, one health, disease epidemiology plus continuing professional development
  • Knowledge of the Public Health System (Disease surveillance and response) in Ghana
  • Knowledge of 3rd Edition IDSR guidelines, IHR (2005), One Health concepts
  • Knowledge of GHS/MOH reporting systems   
  • Communicate effectively both orally and written
  • Ability to work under pressure
  • Report writing and presentation skills
  • Time management skills
  • Problem solving skills
  • Ability to relate to and work with in multi-disciplinary teams
  • Ability to initiate and maintain clear, concise documentation
  • Computer and Data analysis skills

  • Project HOPE employees work in the global health field and may be required to travel or work in countries where working conditions are classified as “hardship”.
