The Mission

As a technology-enabled and digital-led bank, data is at the heart of everything we do. It powers how we measure risk, assess performance, and make decisions. To ensure we unlock the full value of our data, we must guarantee its completeness, accuracy, auditability, traceability, and protection. The Global Dataorganizationserves as the first line of defense in securing robust data chains, working in close collaboration with all functions, business lines, and countries across the Bank.

The Global Chief Data Office (CDO) plays a pivotal role in this mission. As a central organizational unit, the CDO partners with stakeholders across the enterprise to enable frictionless customer journeys, support ESG-driven innovation, and deliver data products that enhance decision-making. With emerging trends such as digital wallets on the horizon and increasing regulatory expectations around data governance, the CDO is evolving to meet these challenges head-on, ensuring our dataremainsboth a strategic asset and a safeguarded resource.

As part of the Global CDO organization, the Global Data Management department is tasked with developing our design capabilities andestablishinga comprehensive mandate for data frameworks and controls. The team defines, maintains, and continually enhances ING's global standards in areas such as Data Governance, Data Quality, Lineage, BCBS239 Reporting, End User Computing, AI and Data Ethics, Data Privacy, ensuring uniform application throughout the Bank and full alignment with both regulatory requirements (including BCBS239, GDPR, EU AI Act, DORA) and ING’s business objectives.

The DataQualitygovernance capability exists to defineminimumrequirements and controls ensuring data is reliably created,modified, and used, with clear work instructions integrated into the broader data management practice—enabling consistent implementation across operations and transformation teams within the CDOorganization

The roleanchors onthe DQ controls in DM CS, including the controls for DQ rules/monitoring and DQ issue management/remediation.

In the role of GlobalExpert Lead – Data Quality, you are accountable for the design, ownership, and continuous evolution of ING’s global Data Quality (DQ) governance framework—including principles, minimum requirements, and key controls—so that data is fit-for-purpose across its lifecycle(creation, modification, usage).

Youestablisha risk-based, scalable governance approachthat supports both regulatory and business needs, and you translate governance requirements into actionable work instructionsenabling consistent adoption across reporting, End User Computing (EUC), and broader data managementpractices within the CDOorganization

Within the Global CDOorganization, the Data Quality governance capability is anchored in the global framework and key controls as defined in the Data Management Control Standard (DM CS), including the DQ controls covering rules/monitoring and issue remediation.

You willrepresentGlobal Data Management across ING, partnering with stakeholders spanning global and local data functions, and acting as a senior point of accountability for DQ governance outcomes.

Your day to day

As an Expert Lead – Data Quality Governance, you will:

1) Framework design & ownership

  • Design,maintain, and own the global Data Quality governance framework(principles,minimumrequirements, roles & responsibilities, and alignment to the DQ Target Operating Model).

  • Ensure governance covers the end-to-end data lifecycleand supports consistent implementation for both local and globalregulatory and business needs.

  • Maintain clear, practical guidance and work instructions that integrate DQ standards with broader data management practices.

2) Control design & monitoring

  • Design and own Data Quality Key Controlsacross relevant Data Management control standards, including the controls for:

  • DQ rules defined/validatedimplemented/reviewedand performancemonitoredthrough dashboards(DMA #5 in DM CS).

  • DQ issuesidentifiedand remediation process in place (RCA,prioritization, expected resolution date, assignment)(DMA #6 in DM CS).

  • Data Quality and processing integrity of relevant UDAs(A6 in EUC CS)

  • Accuracy of the report(KC #3 in BCBS239 Reporting CS)

  • Define andmaintainthe monitoring approach(control testing, dashboards, thresholds, management reporting) ensuring controls measure, monitor, and report on DQ risk and performance

3) Adoption & oversight

  • Establish mechanisms tomonitoradoption and adherenceto DQ governance principles andminimumrequirements across domains and countries.

  • Drivetimelyfollow-up where gaps areidentified, ensuringappropriate actionsare taken in cases of non-compliance

4) Integration with data lifecycle & operations (Reporting + EUC + Data Management)

  • Ensure governance coverage across data creation, transformation, and usage layers, including reportingand EUCenvironments.

  • Translate governance requirements into standardizedwork instructionsfor operational and transformation teams, enabling repeatable execution.

  • Enable clear linkage between DQ governance, data management controls, and operational execution across the CDOorganization

5) Tooling & capability enablement

  • Partner with platform and technology teams to ensure governance requirements areimplementableand embedded into delivery.

6) Risk & regulatory alignment

  • Ensure alignment with Non-Financial Risk standards and relevant regulatory frameworks (including BCBS 239 where applicable).

7) Audit, expertise & stakeholder enablement

  • Act as Subject Matter Expert (SME)for Data Quality in internal and external audits, explaining design choices, evidence, and control effectiveness.

  • Provide guidance, training, and enablement so that global and local data functions consistently apply DQ standards and procedures.

What you'll bring to the team

  • 8+ years of experience in one or more of: data governance, data quality management, risk/control frameworks, audit, regulatory change, or data management in banking/regulated environments.

  • Proven experience designing and implementing DQ governance or control frameworks end-to-end (design → rollout → monitoring → continuous improvement).

  • Strong understanding of DQ concepts including rules, monitoring/dashboards, issue management, remediation governance, and lifecycle coverage.

  • Experienceoperatingin a multi-stakeholder environment across global/local teams.

  • Ability to define workable requirements for DQ tooling and partner with technology teams to implement them.

  • Strong analytical and communication skills; able to produce audit-ready documentation and explain decisions succinctly.

  • Master’s degree (or equivalent) in a relevant field.

  • Excellent level of English.
