The Texas General Land Office is seeking a System Analyst (System Analyst V) within the Information Technology Services Department of the agency.


Performs advanced (senior-level) computer systems analysis work with broad impact across multiple systems or functional domains. This position functions as a senior system expert responsible for shaping how systems are analyzed, configured, validated, and used to support operational efficiency and business outcomes.

Work involves leading complex, cross-system analysis efforts; performing hands-on refinement of detailed requirements and acceptance criteria; guiding configuration standards and optimization approaches; and defining testing and validation practices for complex changes. The position provides advanced support to users and teams, contributes to system modernization efforts through non-code solutions, and advises product owners and engineering teams on system capabilities, constraints, and improvement opportunities. While this role has broad influence, it remains hands-on with requirements, analysis, configuration, and validation activities.

Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. Influences systems analysis practices and solution execution through technical expertise, consultation, and hands-on leadership rather than formal supervisory authority.

About the Role

The System Analyst V plays a key role in ensuring the reliability, integration, and effective operation of the agency’s enterprise systems. Serving as a senior systems expert, this position leads complex cross-system analysis efforts across Dynamics 365, Power Platform, Azure-integrated, and hybrid environments.

This role supports the sustainability and optimization of enterprise systems by refining detailed requirements, guiding configuration practices, and leading testing and validation efforts for complex changes and releases. The System Analyst V partners closely with product owners, engineering teams, and business stakeholders to translate operational needs into clear, testable requirements while maintaining system integrity and integration consistency across platforms.

Operating as a hands-on senior contributor, the System Analyst V provides advanced expertise in system behavior, configuration, and cross-platform integration. The individual in this role demonstrates strong analytical judgment, technical depth, and a commitment to delivering reliable, well-validated systems that support agency operations and evolving business needs.

What Your Contributions to the GLO Will be:

  • System Analysis, Workflow Framing & Complex Problem Solving - Leads hands-on analysis of complex, cross-system workflows and integrations; frames system problems and solution approaches that support operational efficiency and business outcomes.
  • Advanced Requirements & Acceptance Criteria Leadership - Leads development and validation of detailed requirements, user stories, and acceptance criteria for complex initiatives; ensures requirements reflect system behavior, constraints, and implementation realities.
  • Configuration Standards, Optimization & Modernization Support - Guides configuration standards and optimization approaches; performs hands-on configuration for complex scenarios and supports system modernization through non-code solutions.
  • Testing Strategy, Validation & Release Readiness - Defines and applies testing and validation approaches; leads hands-on validation for complex changes and supports resolution of high-risk defects prior to release.
  • System Documentation, Training & Escalated User Support - Establishes documentation and training standards; serves as an escalation point for advanced system usage issues and supports high-impact user enablement efforts.
  • Technical Consultation & Cross-Team Advisory Support - Serves as a senior system advisor to product owners, engineering teams, and stakeholders, providing guidance on system capabilities, limitations, and improvement opportunities.

Qualifications

Minimum Qualifications:

  • Bachelor’s degree from an accredited four-year college or university with major coursework in computer science, information systems, computer engineering, or a related field. Equivalent professional experience may substitute for the degree requirement at a rate of one year of relevant experience for each year of education.

Location Requirements:

  • This position is based in Austin, TX. Candidates must be currently located in the Austin area or willing to relocate at their own expense. Relocation assistance is not provided.

Preferred Qualifications:

  • Demonstrated experience performing advanced systems analysis for complex, multi-system enterprise applications.
  • Hands-on experience working within cloud-enabled environments, including systems deployed in Microsoft Azure and integrated SaaS platforms such as Dynamics 365 or Power Platform.
  • Experience leading development and validation of detailed functional requirements, user stories, and acceptance criteria for complex initiatives.
  • Experience guiding configuration standards and optimization approaches across interconnected systems.
  • Experience defining and applying structured testing and validation practices for complex changes and releases.
  • Experience integrating enterprise applications with internal systems or commercial off-the-shelf (COTS) and Software-as-a-Service (SaaS) platforms.
  • Experience supporting system modernization initiatives through configuration improvements, workflow refinement, and non-code solutions.
  • Experience advising product owners and engineering teams on system capabilities, constraints, and improvement opportunities.

Physical Requirements:

This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.
