GIS Team Lead

Department: Asset Management

Reporting To: Team Lead


To lead a team of GIS Technicians and Specialists responsible for the capture, control and maintenance of asset information registers, databases, drawn records and digital data systems for major infrastructure categories such as subsea, generation and network assets.

The role will lead the development of GIS systems within the business against an agreed strategy focusing on network records but also developing the integration of data from across the business into the core GIS to improve the information available.

The role requirements include leadership of a team using modern survey techniques and full utilisation of the GIS to update and maintain asset records, work efficiently, to a high-level of accuracy and quality control.

This can be a fast-paced environment that changes quickly, and candidates will need to be able to adapt to changing workloads and priorities.

Key Responsibilities

The role is predominantly office based managing the GIS team who maintain and develop the digital asset records. It will encompass elements of off-site work, such as the measurement and recording of network asset records in the field in order to assist the team and ensure quality of data. Occasional out of hours working will be required by exception to ensure continuity of service.
Leadership & Team Management

  • Lead and mentor a team of GIS Specialist and Technicians focused on the electricity distribution network and GEL assets.
  • Set priorities, allocate resources, and ensure timely delivery of GIS projects supporting new connections and network upgrades.
  • Maintenance of KPIs relevant to service and its performance.

Technical Delivery

  • Design, maintain, and optimise GIS databases for electricity assets (substations, feeders, transformers, cables).
  • Data Quality: Ensure contemporary records are accurate, up to date and presented to agreed standards. Ensure legacy records are continually improved to reflect increasing standards of accuracy and content.
  • Integrate GIS with established enterprise systems such as SCADA, metering and asset management platforms.
  • Develop tools for spatial analysis to support load forecasting, capacity planning, and Distributed Energy Resource integration.

New Connections & Network Planning

  • Provide GIS-based insights for feasibility studies and route optimisation for new customer connections to minimise load rejections.
  • Support regulatory compliance by maintaining accurate geospatial records of network expansions / amendments.

Innovation & Continuous Improvement

  • Investigate and promote efficiency and service improvement opportunities (for example automations, AI and benchmarking to complement and enhance GEL systems and processes.
  • Drive digital initiatives for smart grid visualisation and real-time network monitoring.

Compliance & Standards

  • Ensure adherence to electricity industry standards, safety regulations, and data governance policies.
  • Understand the key role of the service in the provision of safe network operations for internal and external stakeholders through the provision of accurate information and assistance in investigations where incidents arise.
  • Maintain up-to-date knowledge of GIS technologies and utility-specific best practices.

Skills, Knowledge and Expertise

  • Background in GIS use, deployment and development.
  • Ability to act as super user of key / core GIS software.
  • Understanding of electricity networks.
  • Team player, able to multi-task and be adaptable to accommodate change.
  • Able to work collaboratively and lead a high performing team.
  • Able to deal with clients face-to-face on-site in a professional and respectful manner.
  • Right-to-Work in Guernsey.
  • A background or knowledge in a technical or construction discipline with experience of working with utilities.
  • Minimum of ‘A’ Level or equivalent at Grade C in a relevant subject (Geography, Mathematics, Science or Technology) and evidence of relevant CPD.
  • Skilled in software systems such as AutoCAD, ArcGIS, and Smallworld and competent to learn and promote / leverage the benefit of new systems.
  • An interest in new technologies and methods surrounding geospatial data collection.
  • Self-motivated with good organisation and communication skills.
  • Good time management in terms of meeting daily, weekly and monthly deadlines.
  • Valid Full Driving Licence (Cat B).
  • Awareness of working practices re: high-voltage substation and power station access (Competency controls).
  • Ability to use specialised cable tracing equipment.
