Under the direct guidance of the Chief of Engineering, the GIS Manager shall assist in the development and maintenance of the MWCD GIS data sets and databases. Duties include reading and interpreting source documents, such as civil engineering plans, plot maps, and legal descriptions of property holdings. Inputs required data into a GIS system. Acts as a cartographic specialist relative to projects conducted by the engineering staff and other departments throughout the Muskingum Watershed. Advises the Chief of Engineering regarding the MWCD GIS Enterprise program. Represents the Chief of Engineering and the interests of the MWCD as necessary. Oversees the mapping of facilities and infrastructure, subdistrict and GIS programs within the District and develops and maintains the MWCD GIS data sets and databases. Supervises GIS Specialist and GIS Intern.

Operates a computer workstation to update maps and datasets as new data is received; develops and maintains spatial relational databases; conducts mapping research in the field and in the office to resolve conflicting information and ensure data accuracy; utilizes utility maps, land use maps, aerial photography and digital imagery; assists and provides for the detection and quantitative assessment of spatial error within specific GIS data layers and imagery data sets; prepares maps and data sets including hard copy and electronic exhibits; Reads and interprets plat maps, legal descriptions and engineering plans; transfers data between ArcGIS Pro & AutoCAD programs.

Read and interpret all historic source documents and manage the input of required data into the MWCD Enterprise GIS for intranet/internet applications; experience with ESRI mobile field applications; manages the collection, input, and dissemination of MWCD facilities and infrastructure data; develops and maintains spatial relational databases of MWCD assets for quantitative and qualitative analysis; helps develop and support other MWCD departments in the development of GIS programs.

Maintains and manages ArcGIS Online, ArcGIS Portal, and other GIS software, tools, and technologies; responsible for creation and maintenance of an intranet solution to distribute asset data to appropriate MWCD employees or the public as needed; creates GIS manuals and conducts training sessions for office and park staff and rangers utilizing GIS programs; the GIS Manager is required to interact with the public and assist the Chief of Engineering in making written reports or maps to the Board of Directors.

Attends and participates in meetings, seminars, training sessions, and conferences to improve technical knowledge; reviews literature on pertinent technical matters; assists the Chief of Engineering in meetings with government agency personnel, landowners, utilities, and other divisions to coordinate and inform about projects; the GIS Manager will be the primary MWCD contact for the managing of the Maintenance Assessment contract and address public calls/questions.

Qualifications: QUALIFICATIONS:
Possession of a Bachelor’s Degree in GIS, Geography, Cartography, Environmental Planning or a related field and five (5) or more years of related experience; or any equivalent combination of education, experience, and/or training which provides the required knowledge, skills, and abilities to perform the essential functions of this position.

The Muskingum River Watershed, which covers more than 8,000 square miles and drains into the Muskingum River, is the largest wholly contained watershed in the state of Ohio, covering about 20 percent of the state. The Muskingum River - which is formed by the confluence of the Tuscarawas and Walhonding rivers at Coshocton, OH - empties into the Ohio River at Marietta. The system of reservoirs and dams in the watershed offers flood reduction and water conservation benefits to the region's property owners and residents. The Muskingum Watershed Conservancy District (MWCD), a political subdivision of the State of Ohio, was responsible for the development of the reservoirs and dams. Today the MWCD is dedicated to providing the benefits of flood reduction, water conservation and recreational opportunities in the Muskingum River Watershed.
