Current recruitment is for our Public Works Department.
The Public Works Department is seeking a GIS Application Analyst III to join the GIS & Asset Management Division and play a lead role in advancing enterprise GIS, infrastructure data, and asset management across Public Works. The analyst will support and enhance GIS applications, databases, automation, data integrations, and analytical workflows used to manage stormwater, transportation, right-of-way, and other public infrastructure. This position will help establish and maintain data standards, improve data quality and governance, develop maps, dashboards, reports, and automated solutions, and provide technical leadership for complex GIS projects. Working closely with Public Works divisions, Information Technology, and other City departments, the analyst will help connect GIS and asset information to operational decision-making, infrastructure planning, lifecycle management, and long-term investment decisions while expanding the use of modern geospatial technologies across the department.
Under limited direction, the GIS Application Analyst III performs senior-level professional GIS analysis, GIS application support, and technical lead work leading or coordinating complex GIS projects, data standards, quality-control activities, application support, automation, queries, reports, and workflows using Esri software and related GIS tools to support municipal planning, infrastructure management, emergency response, utilities, and other City services.

- GIS Data Management: Collect, maintain, and organize geospatial data related to city infrastructure, rights-or-way, zoning, utilities, transportation, land use, and environmental conditions.
- Spatial Analysis & Mapping: Conduct spatial analysis to support planning, policy decisions, and operational needs. Create detailed, clear, and visually engaging maps, charts, and reports for internal teams and external stakeholders.
- GIS Software Proficiency: Use ESRI ArcGIS Desktop, ArcGIS Pro, ArcGIS Online, and other ESRI tools to analyze spatial data, perform geoprocessing tasks, and produce data layers.
- Experience with various programming and/or data query tools such as Python, PostGIS, SQL, JavaScript, ArcGIS, QGIS
- Knowledge of data formats, such as shapefiles, geodatabases, KML, and others. Familiarity with GPS data collection and integration.
- Collaboration & Support: Work closely with city departments (e.g., planning, public works, emergency management) to understand their geospatial data needs, providing GIS support and analysis.
- Geospatial Analysis for Decision-Making: Provide geospatial insights and reports that influence decisions on urban development, infrastructure, and public service initiatives.
- Training & Documentation: Train staff on GIS applications and processes. Document GIS workflows, standard operating procedures, and best practices.
- Public Engagement: Assist in preparing maps and GIS data for public meetings, community outreach, or city planning events.
- Identifies, troubleshoots, addresses and resolves data problems and related issues; responds to technical requests and provides support; confers with users about data and GIS application concerns.
- Provides oversight of work produced by lower positions, including quality control and accuracy of data.
- Takes lead role in project management of geo-spatial data collection, report production, map and report design and quality control.
- Maintains strong and effective relationships with internal and external customers; communicates clearly, concisely, and with sensitivity; works to resolve issues and deliver solutions to address areas of concern.
- Participates in various training to increase and enhance competencies; conducts and facilitates staff training to ensure cohesion in delivered services; prepares testing materials and analyzes results; maintains testing environments and participates in environmental redesign and analysis to enhance system environments.
- Performs other duties as assigned.
Qualifications
Licenses, Certifications, and Equipment:
A valid State driver's License is required.
Education and Experience:
Bachelor’s degree in Geography, Urban Planning, Environmental Science, Computer Science, or a related field, AND 5 (five) years of experience in GIS data analysis, map creation, GIS application development or data management, including one (1) year of supervisory experience, preferably within a municipal or government setting.
Additional Experience Considered: GIS certification (e.g., GIS Professional (GISP), ESRI Technical Certifications) preferred but not required.
