The Texas Department of Transportation Houston District is looking for an experienced GIS Analyst III or IV to work within our Advanced Transportation Planning Office. This position will support district-wide initiatives across multiple offices. You will grow our GIS capabilities and directly impact and improve our ability to understand our data and use it to better decision making and communication.

GIS Analyst III
Performs advanced geographic information systems (GIS) data development, integration and analysis, produces maps and graphics, and extracts, analyzes and reports data. Provides technical assistance and support of transportation activities or projects. Work requires contact with governmental agencies. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.
GIS Analyst IV
Performs advanced geographic information systems (GIS) data development, integration and analysis, produces maps and graphics, and extracts, analyzes and reports data. Provides technical assistance and support of transportation activities or projects. Work requires contact with governmental agencies. May serve as a Project Lead or Lead Worker. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.
Essential Duties:
GIS Analyst III
Administers SDEs, ArcGIS Online accounts, GitHub, and other accounts.
Collects global positioning system (GPS) data and converts GPS data into GIS datasets.
Collects, prepares, digitizes and codes spatial data into GIS format.
Conducts mapping research to ensure accurate use of data and resolve conflicting information.
Creates, maintains and updates GIS databases and cartographic products using the ESRI suite of ArcGIS software.
Uses linear referencing to update and maintain the roadway network and attributes.
GIS Analyst IV
Includes all essential duties listed for GIS Analyst III as well as:
Oversees or manages the entry and validation of data into the enterprise database management system.
Oversees or manages the creation and production of cartographic map products, web mapping applications, and ArcGIS Online maps and services.
Minimum Qualifications:
GIS Analyst III
Education Bachelor's Degree in Geography, Geographic Information Systems or related field. Relevant work experience may be substituted for degree on a year per year basis Substitutions for Minimum Qualifications
Experience 2 years using Environmental Systems Research Institute (ESRI) products in cartographic production, GIS or GPS analysis. (Experience can be satisfied by full time or prorated part time equivalent).
Licenses and Certifications Valid driver’s license. This position requires driving a state vehicle.
GIS Analyst IV
Education Bachelor's Degree in Geography, Geographic Information Systems or related field. Relevant work experience may be substituted for degree on a year per year basis Substitutions for Minimum Qualifications
Experience 4 years using Environmental Systems Research Institute (ESRI) products in cartographic production, GIS or GPS analysis. (Experience can be satisfied by full time or prorated part time equivalent).
Licenses and Certifications Valid driver’s license. This position requires driving a state vehicle.
Preferred Qualifications:
GIS Analyst III and IV
GISP preferred, but not mandatory. Deep experience in Esri-ArcGIS with a strong understanding of spatial data models, projections, and coordinate systems, geolocation technologies, and date integration. Proficiency in Python, JavaScript, ArcGIS JS API, and other advanced capabilities highly desired.
