Summary
Under the direct supervision of the GIS Manager, works as part of the City team to coordinate Geographic Information Systems (GIS) and prepare maps and databases. Responsible for preparing address information, updating and maintaining address databases. Initiates, monitors and oversees GIS projects. This position works closely with Planning, IT, ERP Systems, Fire/EMS, Utilities, Postal Services, Economic Development, Natural Resources, Building Departments, Code Enforcement, and other agencies to ensure reliable addressing and land data that supports permitting, public safety, emergency response, and community development.
Examples of duties
- Coordinates GIS data to support planning related projects.
- Develop standards and implement procedures for GIS creation and maintenance of maps and complex databases including but not limited to on-line map services, website development and maintenance to make cartographic, GIS and development information and resources available to the public.
- Work with other City departments, outside agencies, and other organizations to share, obtain and incorporate planning related information into the City GIS system.
- Perform complex analyses of data specific to project demands or requests from staff.
- Develop graphic representations of geospatial data, produce maps, charts and other graphic displays and written reports of data.
- Responsible for answering public and interdepartmental inquiries pertaining to geographic information.
- Develop promotional and educational material as needed.
- Assist in the preparation and implementation of community planning and development projects.
- Act as liaison between the Planning division and the IT Department.
- Remain current in the latest cartographic and GIS related technologies; research new technologies and make recommendations to the department.
- Updates and maintains the master street and property address database, including reviewing for compliance with the road naming and addressing policies, assigning addresses to new subdivisions and property splits, new commercial and industrial development and other properties as necessary.
- Consulting with postal officials, 911 personnel, utility providers and other local government departments regarding newly assigned addresses and other addressing issues.
- Provides technical assistance to end users of Land records and works with technical staff to improve business processes related to Land Management.
- Maintenance of Property Appraiser data transfer to Land Management Systems.
- Manages ongoing maintenance of the Land Management module, in coordination with the ERP Systems Administrator.
- Creates and updates parcels, streets, and address records.
- Analyzes data for inconsistencies or errors and makes appropriate corrections to the data.
- Examines Land audit reports, and reports findings to appropriate individuals.
- Coordinates and prepares performance measure reports related to Land use.
- Develops and maintains standard operating procedures in accordance with established policies and protocols; provides training to appropriate support staff.
- Maintain Street Dictionary and associated data.
- Assist with development and maintenance of ad hoc reports requested by City staff.
- Support development and maintenance of GIS data, Land Management–related mapping, and web-based mapping applications.

Qualifications
- Knowledge of GIS standard terminology, techniques, practices, principles, applications and database development.
- Knowledge of GIS software, including ArcGIS Pro, Spatial Analyst and Arc GIS Online.
- Knowledge of the use of GIS to manage, manipulate, model and represent data.
- Knowledge of methods and resources to research and acquire geospatial, census and demographic data.
- Knowledge of principles, methods and tools used to perform data analysis.
- Knowledge of Federal, State and local laws, codes, regulations and current issues in community planning.
- Skilled in the use of personal computers, word processing, spreadsheets, database, presentation, GIS and scanning software.
- Skilled in researching, collecting, sorting and manipulating data for database development.
- Skilled in conducting research and writing technical reports.
- Ability to establish and maintain effective working relationships with consultants, City employees and the public.
- Ability to conduct analysis, interpret research findings, provide solutions to functional problems and translate abstract ideas into easily understood procedures.
- Ability to prioritize and manage multiple work assignments with competing deadlines.
- Ability to plan, organize and use mature judgement in evaluating situations and making decisions in accordance with established police.
- Ability to work independently, quickly and accurately.
- Ability to communicate effectively, orally and in writing.
- Working knowledge with Relational Database software such as Microsoft SQL.
- Has knowledge of standard terminology, techniques, and practices of ERP Land Records systems and Geographic Information Systems.
Supplemental information
- Associate's degree with major course work in computer science, geography, planning or related field.
- Bachelor's degree is preferred.
- Four (4) years of direct experience in a relevant GIS technology position.
- Possession of or ability to obtain a valid Florida driver’s license by date of hire.
- Prefer GISP or AICP certifications
