General Summary:

We are seeking a motivated and creative Geographic Information Systems (GIS) Analyst to provide technical, analytical, and geospatial support for DART's Development Department, with a primary focus on the Real Estate & Economic Development Division. This position is responsible for developing, analyzing, and visualizing geospatial data and applications to support real estate, economic development, planning, and transit-oriented development initiatives. The GIS Analyst will support department initiatives, including implementation and ongoing support of DART's real estate management platform, while delivering data-driven insights and recommending GIS solutions that enhance decision-making and operational effectiveness.

Essential Duties and Responsibilities:

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Create, maintain, and publish maps, GIS layers, reports, dashboards, and other geospatial products that effectively communicate complex information.
  • Collaborate with DART staff, contractors, and consultants to support data development, spatial analysis, and mapping initiatives.
  • Utilize Esri technologies to develop geospatial models, configure parcel fabrics, and support Development Department projects and initiatives.
  • Develop, maintain, and enhance GIS applications and datasets that support Development Department operations.
  • Convert and integrate data from multiple sources and formats into enterprise GIS databases.
  • Establish and implement data collection, management, quality assurance, and quality control procedures.
  • Collect, organize, analyze, and maintain accurate GIS datasets to support planning, development, and decision-making activities.
  • Stay current with emerging GIS technologies, particularly Esri products, and evaluate opportunities to improve workflows, data quality, visualization, and decision support.
  • Recommend and implement innovative GIS tools, methodologies, and best practices.
  • Provide user support for GIS software, applications, and related technologies.
  • Coordinate with the Technology Department to ensure GIS applications and solutions comply with established data governance, security, and compliance standards.
  • Collaborate with the Technology Department and vendor partners to support integrations and maintain system interoperability.
  • Troubleshoot GIS software, hardware, and application issues.
  • Develop and deliver GIS training and user documentation for Development Department staff.
  • Performs other related duties assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:

Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  • Bachelor's degree from an accredited college or university in Geography, GIS, Urban Planning, Computer Science, or a related field.
  • Three (3) years of experience using GIS for data editing, spatial analysis, map production, and cartographic design. Experience with Adobe Illustrator, Adobe InDesign, real estate parcel management, cadastral data, Parcel Fabric, land records, workflow automation, data migration, and system integration preferred.
  • Pass a physical (medical) examination that includes a drug screen.
  • Proficiency of PC software applications to include Microsoft Office or other related software applications.
  • Proficiency in managing GIS datasets and performing spatial analysis to support business needs.
  • Working knowledge of ArcGIS Pro, ArcGIS Online, coordinate geometry, web mapping, and enterprise GIS data management.
  • Ability to convert and integrate data from various sources, including CAD, GPS, paper records, and tabular databases, into GIS environments.
  • Strong analytical, problem-solving, communication, customer service, and project management skills.
  • Ability to learn new technologies, adapt to changing business requirements, and apply emerging GIS tools and methodologies.

WORKING CONDITIONS

Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
