The Global Facilities Cost Control Engineer will serve as a key member of the Global Project Controls organization, supporting project controls and cost management processes across global capital projects. This role is responsible for end-to-end construction cost control across assigned projects, ensuring accurate budgeting, forecasting, change management and cost reporting. This role also serves as the Procore Financial Tools Administrator, maintaining system configuration, cost coding, workflows, user access, and data integrity for financial modules. Additionally, the role leads cost benchmarking initiatives to build, maintain, and analyze cost databases and productivity norms to improve estimating accuracy and commercial decision-making
The ideal candidate has strong Project Management Information System (PMIS) functional knowledge, understands project financial workflows, and can partner effectively across Engineering, Finance, IT, Procurement, and regional project teams.
This position plays a critical role in maintaining system integrity, enabling efficient project delivery, supporting SAP integration workflows, and ensuring project teams have the tools, training, and guidance needed for successful execution.
Responsibilities
1. General
a) Support project setup activities including WBS deployment, project structure alignment, and tool configuration for global projects.
b) Develop, update, and manage training materials, job aids, SOPs, and process documentation.
c) Implement and oversee cost auditing processes to ensure compliance with company policies and financial regulations, identifying and resolving discrepancies.
2. Cost Control & Reporting
a) Maintain project budgets, cost breakdown structures (CBS) and cost codes aligned to WBS and contract scopes.
b) Track and control commitments, actual costs, and forecasts; produce accurate EAC (Estimate at Completion) and cashflow projections.
c) Implement robust cost control procedures covering procurement, contractor cost tracking, variations, claims support, and closeout.
d) Review and validate periodic cost reports (weekly/monthly) including budget vs. actuals, commitment tracking, forecast variance analysis, and risk/opportunity cost impact.
e) Perform earned value / progress-based cost measurement where applicable; reconcile progress with financial progress.
f) Support project teams in commercial governance (approval thresholds, cost authorization, budget transfers, and audit trails).
3. Change Management
a) Maintain a complete change register and ensure timely evaluation of cost impacts for changes.
b) Ensure changes are reflected accurately in budget revisions, forecasts with clear approval documentation.
c) Collaborate with cross‑functional teams (Finance, IT, Procurement, Engineering, PMO) to resolve system issues, align processes, and support change management and governance in accordance with Micron’s Construction Management of Change (CMOC).
d) Provide end-user training, onboarding, and helpdesk support to project teams, drive adoption and compliance.
4. Procore Financial Tools Administration
a) Administer and configure Procore financial modules (Budget, Commitments, Invoices, Change Management) and maintain system workflows, approvals, and role-based permissions.
b) Participate in SAP – Procore integration efforts, including working sessions, blueprint reviews, and sign‑off activities.
c) Support data migration and cost‑tracking alignment for projects transitioning mid‑phase into Procore.
d) Build and enhance custom reporting using Procore Analytics / 360 Reporting for project and leadership needs.
e) Ensure disciplined use of Procore for:
f) Conduct periodic data integrity checks, close data gaps, resolve reconciliation issues between Procore and ERP/accounting systems (if integrated).
g) Provide end-user training, onboarding, and helpdesk support to project teams, drive adoption and compliance.
5. Cost Benchmarking
a) Build and maintain a cost benchmark database (historical unit rates, productivity norms, contractor rate trends, equipment/utilities costs, preliminaries/overheads).
b) Collect and validate historical project cost data from completed and ongoing construction projects.
c) Normalize historical costs (scope definition, location factors, time escalation, specification differences) to enable “apples-to-apples” comparisons.
d) Produce benchmarking insights for:
e) Identify cost trends, variance root causes, and opportunities for efficiency improvements.
f) Support bid/estimate teams with cost benchmarks and “should-cost” analyses; contribute to continuous improvement initiatives.
g) Carry out regular updates to WBS dictionary and ensure standardization is effectively used throughout the project.
h) Create standardized benchmarking dashboards and summary packs for stakeholders (PM, Commercial, Leadership).
6. Stakeholder & Cross-Functional Collaboration
a) Partner with Project Managers, Site Engineers, QS/Commercial, Procurement, Finance, and Planning to ensure cost control processes are embedded in execution.
b) Deliver targeted in‑person and virtual training sessions for new users, project teams, contractors, and global stakeholders.
c) Provide consultation and best‑practice guidance to ensure consistent processes across projects.
