This role is responsible for stakeholder engagement, training development, communications strategy, and ensuring accessibility and compliance of all digital content. The incumbent will also serve as the primary point of contact for outreach coordination, support government-hosted events, and manage web and graphic publishing tasks.

Responsibilities and Duties:

  • Design, develop, and deliver training programs, briefings, and geospatial product demonstrations tailored to stakeholder needs.
  • Plan and coordinate stakeholder communications, including messaging, strategy, and material preparation (e.g., presentations, videos, and websites).
  • Ensure all training and outreach materials comply with Section 508 accessibility standards and DHS web/graphic publishing guidance.
  • Provide ongoing customer outreach, including responding to inquiries, conducting troubleshooting, and facilitating access to geospatial information.
  • Track and respond to stakeholder needs using automated management systems, ensuring communications are timely and accurate.
  • Support the execution of GMO-hosted events such as the DHS Geospatial Working Group (GWG), HIFLD User Forum, technical briefings, webinars, and other training engagements.
  • Create, publish, and manage content on program-related websites and digital platforms.
  • Monitor and enhance stakeholder engagement strategies to strengthen collaboration and user satisfaction.
  • Supervise and provide leadership to junior outreach and training staff, delegating tasks and providing quality assurance on deliverables.
  • Ensure all outreach deliverables meet programmatic, technical, and compliance requirements.

Requirements:

  • Bachelor’s degree in Geography, GIS, Communications, Instructional Design, or a related field.
  • 7+ years of relevant experience in GIS outreach, geospatial training, communications, or stakeholder engagement.
  • Demonstrated experience delivering geospatial presentations, technical briefings, or training content to diverse audiences.
  • Proven ability to troubleshoot and communicate complex technical GIS issues to non-technical stakeholders.
  • Knowledge of Section 508 compliance and accessibility standards for digital content.
  • Experience supporting similar tasks for federal or large-scale government projects in terms of size, scope, and complexity.
  • Proficient with graphic design, video editing, or e-learning tools (e.g., Adobe Creative Suite, Camtasia, Storyline).
  • Strong organizational and project management skills.

Preferred Qualifications:

  • Master’s degree in GIS, Communications, or a related technical or instructional field.
  • Experience working with DHS or homeland security-related programs.
  • Familiarity with DHS Geospatial Information Infrastructure (GII) or Homeland Infrastructure Foundation-Level Data (HIFLD).
  • Demonstrated success managing participatory events or technical demonstrations in a federal environment.
  • Experience with web content management systems and creating/editing HTML/CSS for publishing.
  • Knowledge of federal records management, accessibility requirements, and Section 508 tools like PAC or WAVE.

Due to the nature of the work we support, all candidates in consideration for this role must be willing to undergo the government issued background investigation process.
