The Modernization, IMT, and Research Branch provides data, research, and evaluation, and IMT services to support evidence-based decision making for all divisions within the Ministry of Public Safety and Emergency Services. The branch reports data for business operations, assesses the effectiveness, efficiency, and implications of programs and services, links data systems, transforms data into insights, and generates new knowledge and data innovation to drive PSES and its partners forward.

As a Geospatial Analyst, you’ll join a collaborative team with a variety of backgrounds in advanced analytics. You’ll help develop tools and products — ranging from traditional maps to live data dashboards — that support evidence-informed decision making across the emergency management and public safety sectors. Whether you're interested in spatial analysis, data visualization, or just building great maps that make a difference, this role offers the chance to grow your skills while doing work that matters.

The main responsibilities for of the Geospatial Analyst include, but are not limited to:

• Building Geospatial Insights: Develop clear and engaging spatial products - including static and interactive maps, dashboards, and web applications -that integrate geospatial and tabular data to support decision-making across the ministry.
• Supporting Spatial Analysis: Perform geospatial analysis using tools such as ArcGIS Pro, FME or Python-based workflows to identify trends, patterns, and spatial relationships related to public safety and community outcomes.
• Integrating Diverse Datasets: Assist in cleaning, transforming, and maintaining geospatial datasets from various sources (e.g., municipal, provincial, open data, and operational systems), ensuring spatial accuracy, metadata completeness, and alignment with data governance standards.
• Creating Intuitive Visualizations: Support the design and development of geospatial resources and user interfaces that emphasize usability, accessibility, and effective data visualization for technical and non-technical users.
• Collaborating Across Teams: Work with GIS leads, data scientists, and subject matter experts to gather requirements, build prototypes, and iterate on solutions that meet analytical and operational needs.
• Developing and Expanding Skills: Explore and apply new tools, methods, and design approaches in GIS, spatial analytics, and data visualization to continuously enhance the quality and impact of geospatial products.

Qualifications

Minimum Recruitment Standard:

• Two-year technical diploma in geomatics, cartography, GIS or geography plus six (6) years related. Related experience must be clearly demonstrated through your resume and cover letter.
• Degrees and Technical diplomas in Geography, GIS, Geomatics, Computer Science or related fields are preferred in combination with directly related work experience.
  
  

Equivalency:

Directly related education or experience considered on the basis of:

• 1 year of education for 1 year of experience; or
• 1 year of experience for 1 year of education.
  
  

Experience or knowledge that will be considered and asset:

• Established experience in developing GIS for public safety and emergency management.
• Extensive experience using ESRI software including ArcPro and the Portal for ArcGIS environment to create maps, geospatial datasets, visualizations, and complete analysis.
• Knowledge of scripting and programming for GIS in Python, Arcade, R, or other languages to facilitate data modeling, scraping, transformation, analysis, and automation.
• Knowledge of the public service, government geospatial data including the Dominion Land Survey and applicable administrative boundaries, standards, and analytical methodologies is required to perform the duties of this position.
• Keen eye for intuitive design and visualization, project management, research, and recommending options for unique issue analysis.
• Experience with developing dashboards, applying models for data analysis, assessing existing data sources for project suitability, and an interest and awareness of the goals of the ministry.
