DPWES is seeking experienced, dynamic candidates for its GIS Analyst II position. Candidates will have wide-ranging knowledge in the Esri ArcGIS platform, including data production, configuration, and automation. Candidates will be competent in data validation, quality control/assurance techniques and have experience with data production workflows in a multiuser editing environment. Candidates will also have experience integrating the Esri ArcGIS system with other enterprise systems such as work order management, asset management, and project management. Candidates will have experience managing small to medium-sized geospatial projects from initiation to acceptance and closing as well as experience supporting production GIS solutions.

The Director’s Office provides support for all business areas of DPWES. Responsible for communication and public engagement, information technology, safety, emergency planning, and human resource policy oversight, the Director’s Office is foundational for the department's success in delivering quality and equitable services to our community.

This position works in the DPWES IT Branch, which will provide onsite support at the Fairfax County Government Center and the upcoming Water Resources & Infrastructure Facility in Burke, VA.

Note: The full salary range is listed for the pay grade. Salary offers will be made based on multiple factors, to include but not limited to, candidate qualifications exceeding the advertised minimum qualifications and meeting the advertised preferred qualifications as determined by the hiring agency, the agency’s available budget, and review of internal equity.

The position is designated as Emergency Service Personnel. Employees in this position must fulfill emergency service duties.

Qualifications

  • Knowledge of principles, practices, and methods related to GIS;
  • Knowledge of GIS applications such as County Standard GIS software, Microsoft Office Suite, etc.;
  • Knowledge of languages such as Visual Basic, .Net, and C++;
  • Knowledge of and experience with techniques for spatial analysis, geocoding, etc.;
  • Knowledge of GIS spatial application development techniques;
  • Ability to analyze user needs, processes and procedures for GIS applications;
  • Ability to document system modifications and enhancements;
  • Ability to assist users in solving systems and programming problems;
  • Ability to translate technical terminology into terms understandable to management and employees;
  • Ability to establish and maintain effective business relationships.

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to the following:

Bachelor's degree in computer science, geography or related field,; plus one year of experience working with and developing systems utilizing GIS platforms such as ESRI’s ArcGIS Desktop or Server software suites; or performing GIS modeling (e.g., feature classes), and spatial analysis (e.g., such as proximity analysis, image analysis, routing analysis).

CERTIFICATES AND LICENSES REQUIRED:

A valid motor vehicle driver's license.

NECESSARY SPECIAL REQUIREMENTS:

The appointee to this position will be required to complete a criminal background check and a driving record check to the satisfaction the of employer.

PREFERRED QUALIFICATIONS:

  • Bachelor’s and / or Master’s degree in GIS, Geography, Computer Science, Engineering, Land Surveying, or related field.
  • Three (3) or more years of progressive professional GIS experience in the following:
  • Modeling, editing, analyzing, and managing GIS data in file and versioned enterprise geodatabase formats. Developing standard data queries using Microsoft SQL Server Management Studio. Configuring Esri Arcade expression language for data management/validation using Attribute Rules.
  • Performing standard and advanced geospatial analysis, cartographic design, and data visualization using ArcGIS Pro. Experience in performing network tracing, hydrologic analysis, and asset management.
  • Configuring and sustaining desktop and mobile Web GIS applications hosted in ArcGIS Online and ArcGIS Enterprise. Specific GIS applications include ArcGIS Field Maps, Survey123, Experience Builder, etc. Experience using Arcade and HTML to extend/enhance Web GIS application labeling, pop-ups, and visualizations
  • Creating ModelBuilder and Python tools to automate routine GIS processing tasks.
  • Managing and (or) editing the Esri ArcGIS Utility Network data model using branch versioning.
  • Two (2) or more years of progressive professional experience in managing small to medium-sized geospatial projects and tasks including stakeholder engagement, requirements gathering and analysis, scope development, iterative development and delivery, change management, training delivery, acceptance and closing, and operational sustainment.
  • Working knowledge of public works-related workflows (e.g., stormwater, wastewater, urban forestry, and solid waste) and experience integrating GIS with existing operational enterprise IT systems (e.g., work order management, project management, customer billing, etc.).

PHYSICAL REQUIREMENTS:

Ability to input, access, and retrieve information from a computer. Visual acuity to review detailed drawings, plans and documents. Work is generally sedentary, performed in a normal office environment. All duties are performed with or without reasonable accommodation.
