Examples of duties

This position oversees the development of accounting policies and reporting standards across the Commonwealth and BAFM. The role guides training, technical analysis, and interpretation of financial reporting requirements. As a GAAP Technical Services Manager, you will perform the following duties:

  • Policy Development: Shape accounting policies that align with GAAP and statewide reporting practices
  • Team Leadership: Guide the technical services unit (GTSU) team in managing reporting standards
  • Technical Guidance: Provide direction on complex accounting issues and disclosures
  • Standards Interpretation: Review and interpret Governmental Accounting Standards Board (GASB) pronouncements and other regulatory requirements
  • Report Support: Assist with the Commonwealth Audited Comprehensive Annual Financial Report to ensure compliance with Government Finance Officers Association (GFOA) standards

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 7:30 AM to 4:00 PM, Monday - Friday, with 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) full-time, with occasional in-office days when work dictates such requirements. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
  • Salary:In some cases, the starting salary may be non-negotiable.

Qualifications

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as an Administrative Officer 3 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Six years of experience in progressively responsible and varied office management or staff work, including experience in personnel management, budgeting, or procurement; and such training as may have been gained through graduation from a four-year college or university; or
  • Any equivalent combination of experience and training.

Additional Requirements:

  • You must have a minimum of 24 college credits in accounting.
  • You must have three or more years of progressively responsible professional accounting experience.
  • You must be able to perform essential job functions.


Preferred Qualifications (not required):

  • Experience with Governmental Generally Accepted Accounting Principles
