Job Description

THE CHINESE MEDICINE HOSPITAL OF HONG KONG

Hong Kong Baptist University (HKBU) has been providing quality Chinese medicine (CM) service to the community for years. HKBU was awarded by the Hong Kong Government the Service Deed in June 2021 to manage, operate and maintain The Chinese Medicine Hospital of Hong Kong (CMHHK) in Tseung Kwan O.

The CMHHK serves as a flagship CM institution leading the development of CM including Chinese medicines (CMs) (中藥) in Hong Kong. It will be a change driver, promoting service development, education and training, innovation and research of CM in Hong Kong. The CMHHK will also execute and implement the Government policies on CM.

The 400-bed CMHHK will be an integral part of the healthcare system of Hong Kong. It will seek to offer quality CM services meeting the healthcare needs of Hong Kong with patient safety and experience being the top priorities. The hospital services will cover primary, secondary and tertiary care with a view to promoting the development of specialised CM services. The CMHHK will provide pure CM services and services with CM playing the predominant role including integrated Chinese-western medicine (ICWM) services. The scope of services will include inpatient, day-patient, outpatient and community outreach services. Its patient services will comprise both Government-subsidised services and addon market-oriented services.

On training and education and research, the CMHHK will collaborate with the local and overseas universities and other related institutions, providing specific healthcare training and education opportunities to local CM and western medicine professionals including support to the local universities to provide clinical placement for their undergraduate and postgraduate students, promoting evidence-based clinical research for CM and ICWM, developing research in CM theories, clinical use of CMs including proprietary CMs.

Responsibilities:

  • Report directly to the Chief Executive Officer of the Hospital;
  • Provide strategic leadership to the Hospital's HR and Administration Services Divisions;
  • Develop and manage the Administrative, Support Services (including but not limited to Hospital Board Support, Occupational Health and Safety, Laundry Service, Catering Service, Procurement, Health Medical Records), and HR functions, as well as related operational policies, while ensuring effective implementation throughout the Hospital;
  • Collaborate with fellow managers across the Hospital to provide support and guidance as needed to achieve departmental and organisational goals;
  • Ensure the optimal utilisation, maintenance, and appropriate disposition of Hospital assets and materials;
  • Contribute to service planning and development initiatives within the Hospital to enhance patient care and operational efficiency;
  • Assist in the formulation and execution of organisational policies and strategic plans; and
  • Foster a close working relationship with the Health Bureau and relevant parties to ensure seamless operational collaboration within the Hospital.

Requirements:

  • A postgraduate degree;
  • Sufficient hospital management experience in hospital in HK with substantial experience in hospital Administration and HR management;
  • A team player;
  • Capability for critical judgment and excellent foresight in strategic planning and problem solving;
  • Highly effective and tactful communication, presentation and negotiation skills;
  • Capabilities in resources utilisation, budget planning and control;
  • A highly motivated dynamic leader with a strong commitment to achieving strategic results;
  • Strong leadership and highly effective administrative management skills;
  • Excellent communication and interpersonal skills; and
  • Excellent command of written and spoken English and Chinese.

Work location: The Chinese Medicine Hospital of Hong Kong in Tseung Kwan O.

Salary will be commensurate with qualifications and experience.

The initial appointment will be offered on a fixed-term contract of three years and will be renewable subject to mutual agreement.
