Summary
This is an administrative and managerial position with direct responsibilities for the maintenance of all Airport Authority (WAA) owned vehicles, and equipment, as well as airfield pavement, streets, parking lots, pavement markings, signage, and all grounds, including landscaping and irrigation systems. Duties include directing, managing and overseeing the Airport Grounds and Fleet Division consisting of supervisors, equipment operators and mechanics. Considerable independence is exercised in all phases of work. Direction is received from the Assistant Director of Airports, Chief Operating Officer. Work is directed and reviewed through the establishment of goals, and subsequent evaluation of progress toward goal attainment.

Examples of duties
- Establishes performance standards, and evaluates subordinate staff.
- Monitors and oversees compliance with City, department and division policies and procedures.
- Establishes work priorities, goals, objectives and schedules of the division.
- Prepares and administers annual operating budget for division, and maintains fiscal/budgetary compliance within budget limits.
- Communicates with tenants, operators, airlines, the Federal Aviation Administration (FAA) Air Traffic Control Tower (ATCT), and other airport divisions regarding routine scheduled, non-routine, or emergency maintenance.
- Manages airfield painting and sign management in accordance with FAA regulations and guidance.
- Coordinates use of a work order response system to ensure work orders are processed in a timely manner and in accordance with applicable regulations and policies.
- Manage and oversee contracted services, such as landscaping.
- Manage and oversee limited pavement repairs.
- Manages and oversees maintenance of all fleet vehicles and equipment, including heavy equipment such as snowplows, fire trucks, and loaders.
- Manages and oversees airside snow and ice control operations, in accordance with the FAA approved Airport Snow & Ice Control Plan.
- Ensures adherence to the FAA approved Airport’s Signs and Markings Plan.
- Manages and oversees landscaping and mowing activities.
- Responsible for preparing specifications for contracted services and equipment purchases.
- Prepares written and electronic reports and correspondence.
- Attends pre-construction and construction safety meetings.
- Responsible for developing, monitoring and maintaining asset condition inventory reports on vehicles, and equipment, making recommendations for repair, refurbishment, or capital replacement of assets.
- Develops and maintains a training program for the operation of specialized equipment.
- Responsible for implementing and maintaining initial and recurrent technical and occupational safety programs and procedures.
- Responsible for implementing and maintaining initial and recurrent airfield driver training program and recordkeeping system for AGF division.

Qualifications
- Knowledge of modern methods, techniques, and equipment used in asset maintenance.
- Effectively plan, organize and initiate projects and programs.

- Communicate clearly and effectively, both orally and in writing.
- Walk on improved or unimproved surfaces up to one mile
- Climb up and down stairs, ladders and other inclined surfaces, bend and kneel.
- Lift and carry up to 10 lbs. frequently, and 25 lbs. occasionally.
- Work under sound conditions of up to 100 decibels with ear protection.
- Distinguish colors and brightness accurately during day and night conditions.
- Tolerate a work environment that may include jet engine exhaust fumes, inclement weather and windy conditions.
- Ability and willingness to work extended hours and holidays during times of critical need.
- Ability and willingness to be on-call 24 hours per day.
- Pass required federal security background investigation required by the DHS/Transportation Security Administration (TSA) to acquire and maintain airport security identification and access control media
- Pass required AOA, Airport Security Access, and Movement Area Driver training.
- Ability and willingness to develop and maintain effective working relationships with coworkers, representatives of other organizations and the public.
- Acquire and maintain a valid Kansas driver's license.
- An employee shall not pose a direct threat to the health or safety of other individuals in the workplace.
Supplemental information
Required Experience and Training
- Five (5) years of experience working in an environment that required regulatory compliance.
- Five (5) years of supervisory experience directly overseeing maintenance/field staff or contractors.
- Valid Kansas driver’s license.
- Must be legally authorized to work in the United States without the need of a sponsorship.
Preferred Experience and Training
- Graduation from a four-year college.
- Five (5) years of experience in airport asset management, airfield systems, or high-security environments.
- Valid pilot’s license.
