The employee supervises power distribution line construction and maintenance crews by performing the following duties.
The list of essential functions is not exhaustive and may be supplemented as necessary. Other duties may be assigned. Regular and predictable attendance and punctuality are essential functions of this position.
Directs the work of construction crews: meets daily with Director of Operations to coordinate work project schedules and availability of equipment and materials needed; makes daily work assignments; monitors progress of each crew by observing each crew daily; monitors compliance with safety rules; monitors equipment used and reports problems or needed maintenance to Mechanic; responsible for the quality control of completed work orders to insure that all work meeting current construction specifications.
Supervises employees: schedules leave time for employees; evaluates Crew Leaders; solves discipline or other employee problems as necessary; responsible for ensuring that safety meetings are held on a monthly basis and that daily tailboard meetings are being held with all proper documentation associated with all meetings.
Processes daily work records: collects time and activity reports from Crew Leaders daily, forwarding to Director of Operations; collects all records pertaining to a project upon completion or project, forwarding to Accounting.
Works with outside agencies and persons: to coordinate construction work with contractors, other utilities, and the general public as necessary; works with other City departments to make crews available for assistance with installation or maintenance of lighting, distribution lines, or other equipment responsible for contacting all utilities for locates prior to crews arriving at job site, this includes Arkansas One Call and other utilities not covered by Arkansas One Call.
Responds to emergency calls: supervises and directs crews engaged in emergency power restoration tasks.

High school diploma or equivalent and seven (7) years of experience in electrical distribution, which includes at least four (4) years with Certified Journeyman Lineman status and two (2) years supervisory experience.
A valid Arkansas Class B Commercial Driver's License and good driving record are required and must be maintained throughout employment.
The complexity, guidelines, supervisory controls, and supervision responsibilities described below are representative of this position.
SUPERVISORY CONTROLS:
The supervisor makes assignments by defining objectives, priorities, and deadlines; and assists employee with unusual situations that do not have clear precedents. The employee plans and carries out the successive steps and handles problems and deviations in the work assignment in accordance with instructions, policies, previous training, or accepted practices in the occupation. Completed work is usually evaluated for technical soundness, appropriateness, and conformity to policy and requirements. The methods used in arriving at the end results are not usually reviewed in detail.
SUPERVISORY RESPONSIBILITY:
The employee supervises subordinate supervisors and construction personnel. Carries out supervisory responsibilities in accordance with the City's policies and applicable laws. Responsibilities include interviewing and training employees; planning, assigning, and directing work; approving leave; appraising performance; commending or disciplining employees; addressing employee complaints and resolving problems.
COMPLEXITY:
The work includes various duties involving different and unrelated processes and methods; the decision regarding what needs to be done depends upon the analysis of the subject, phase, or issues involved in each assignment, and the chosen course of action may have to be selected from many alternatives; the work involves conditions and elements that must be identified and analyzed to discern interrelationships.
GUIDELINES:
Guidelines are available but are not completely applicable to the work or have gaps in specificity; the employee uses judgment in interpreting and adapting guidelines; the employee analyzes results and recommends changes. The employee sometimes makes decisions that affect persons or situation beyond the scope of his/her own tasks, such as assisting customers or problem solving for customers.
