Position SummaryIncumbents of positions in this series inspect the construction of highways, buildings, bridges, dams, water or sewage systems, tunnels and waterways for conformance with plans and specifications; conduct tests on construction materials; survey construction sites; maintain records of construction operations; and perform related work as required.
The basic purpose of this work is to oversee the construction practices used on various sites, and to enforce compliance with plans, specifications and all applicable laws, rules, regulations, policies and procedures.
The selected candidate will perform all functions of an Assistant Resident Engineer within the District Maintenance Division. The position includes oversight and/or coordination for one or more concurrent contracts and/or on various location contracts, with scopes of work that includes activities such as tree removal, tree trimming, safety sight distance clearing, litter control, vegetation management, mowing, highway cleaning/sweeping, and other related maintenance, reconstruction, and rehabilitation work. Inspect or monitor inspection by subordinate personnel of maintenance operations to ensure conformance to contract agreements, contract provisions, contract plans, Standard Specifications, Manual on Uniform Traffic Control Devices, and other technical standards.Duties and ResponsibilitiesThe duties and responsibilities below are typical but not comprehensive. Other similar duties and responsibilities are as required and as directed. Duties and responsibilities of lower grade employees in the same career track are assumed by the incumbent when subordinate personnel are not available. These positions may be required to work days, nights and/or weekends based on contract assignment.Supervises and inspects maintenance type projects as Assistant Resident Engineer (ARE) (depending on Project type/complexity may also perform as Resident Engineer (RE) for compliance with sound engineering practices and ensures conformance with MassDOT and contract specifications, rules and regulations.Arranges and attends meetings and inspections to resolve maintenance related issues and to provide information for reporting purposes. Meetings and/or inspections may involve representatives from other MassDOT divisions, utility companies, Municipalities, Contractors and/or the public.Conducts field investigations to determine the necessity or priority of maintenance actions.Performs engineering calculations for payment quantities on maintenance projects.Keeps accurate records of the contractors and/or subcontractor’s activities and completes inspections and reports in a timely manner.Maintain electronic or hard copy contract records applicable for the project. Keep records up-to-date and prepare in accordance with current standard operating procedures. Upload electronic documents to internet-based collaborative platform, if applicable, in a timely manner and per contract requirements.Prepare interim and final contractor evaluations when required and as per guidelines. Prepare Engineers’ report of change forms (CSD-683), calculation work sheets, “as-built" sketches, and finals documentation accurately and in a timely manner. Ensure that all other required documentation is prepared in accordance with the applicable Standard Operating Procedure, guideline, or accepted format. Ensure hard-copy contract documents are properly filed and secured.Make prompt payment via Contract Quantity Estimates (CQE) for satisfactory work completed. Generate commodity period price adjustments adhering to the monthly update schedule. Generate contract spending projections per District guidelines and report information in standard format with monthly breakdowns for current and future fiscal year. Ensure that Balance & Excess Report (B&E) Contract Quantity Estimates are processed when required and otherwise when appropriate. Ensure that hold back percentages on individual items are in conformance to Standard Specifications, Directives, or guidelines and that Deficiency Reports are prepared and submitted as needed for work requiring corrective action.Inform Area Engineer in a timely manner of significant contract developments, changes, problems, and issues via conversation, interoffice memorandum, e-mail, etc. Inform Area Engineer when project or fiscal year funding may need to be increased with adequate time for adjustments to be made. Inform Area Engineer when contract developments are likely to lead to an extension of time or contract work to be completed late.This position is eligible for a five-thousand dollar ($5,000) signing bonus (“Signing Bonus”) if you are newly hired at MassDOT. Current MassDOT employees are not eligible for the Signing Bonus. A Bachelor's or higher Degree with a major in civil engineering, civil engineering technology, architecture or structural, architectural or sanitary engineering may be substituted for a maximum of four years of the required experience. NOTE: No substitutions will be allowed for the remaining year of experience. *Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
