Position Summary

The General Concrete Paving Superintendent is responsible for the overall planning, coordination, supervision, and successful execution of concrete paving operations on highway, airport, heavy civil, commercial, and infrastructure projects. This leadership role provides direct oversight of all field activities associated with slipform paving, stringless paving, grading coordination, concrete placement, finishing operations, quality control, safety performance, equipment utilization, and production management.

The Superintendent serves as the primary field leader responsible for delivering projects safely, on schedule, within budget, and in compliance with all contract requirements. The position requires extensive experience operating and managing high-production slipform paving crews and equipment, including Wirtgen, Gomaco, Guntert & Zimmerman (G&Z), Power Curber, and other paving systems.

RESPONSIBILITIES

Project Leadership & Management

  • Lead and oversee all concrete paving operations from mobilization through project completion.
  • Supervise Paving Foremen, Grade Foremen, Operators, Finishers, Laborers, and subcontractors.
  • Establish production goals, work plans, crew assignments, and project execution strategies.
  • Coordinate daily, weekly, and long-range paving schedules.
  • Partner with Project Managers to ensure project objectives are achieved.

Slipform Paving Operations

  • Direct all slipform paving activities including roadway paving, airfield paving, barrier wall, curb and gutter, medians, and specialty concrete paving applications.
  • Oversee machine setup, calibration, and daily production of slipform paving systems.
  • Ensure paving alignment, grade accuracy, thickness requirements, ride quality, and smoothness specifications are consistently achieved.
  • Coordinate trimming, grading, stringline installation, GPS machine control systems, total stations, and stringless paving technologies.
  • Monitor paving production rates and develop strategies to maximize daily output.
  • Troubleshoot equipment, grade control, and production issues affecting paving operations.
  • Oversee concrete placement, consolidation, finishing, texturing, curing, and jointing operations.

Production Planning & Execution

  • Develop detailed paving sequences and operational plans.
  • Coordinate concrete supply, hauling logistics, material deliveries, and equipment utilization.
  • Monitor crew productivity and production efficiency.
  • Analyze production metrics and implement continuous improvement initiatives.
  • Manage resources to minimize downtime and maintain paving schedules.

Safety Leadership

  • Foster and maintain a proactive safety culture throughout all paving operations.
  • Ensure compliance with OSHA, DOT, FAA, owner, and company safety requirements.
  • Conduct site inspections, pre-task planning meetings, and safety audits.
  • Investigate incidents and implement corrective actions.
  • Hold supervisory personnel accountable for safe work practices.

Quality Control & Compliance

  • Ensure all paving operations meet contract specifications and quality standards.
  • Coordinate testing, inspections, and quality assurance activities.
  • Monitor concrete mix performance, paving tolerances, joint spacing, smoothness requirements, and ride quality.
  • Review and approve corrective actions for non-conforming work.
  • Maintain compliance with DOT, FAA, municipal, and owner requirements.

Equipment & Resource Management

  • Coordinate utilization of slipform pavers, trimmers, placer/spreaders, texture cure machines, support equipment, and haul units.
  • Monitor equipment productivity and maintenance requirements.
  • Collaborate with maintenance personnel to minimize equipment downtime.
  • Ensure proper staffing and resource allocation across all paving operations.

Financial & Cost Control

  • Monitor labor productivity, equipment utilization, production costs, and material consumption.
  • Assist in project forecasting, budgeting, and job cost management.
  • Review daily production reports and quantity tracking.
  • Identify and implement opportunities to improve profitability.
  • Support change order documentation and quantity verification efforts.

Client & Stakeholder Relations

  • Serve as the primary field representative with owners, engineers, inspectors, and subcontractors.
  • Participate in progress meetings and project reviews.
  • Maintain positive working relationships with project stakeholders.
  • Communicate project status, operational challenges, and resource needs effectively.

Team Development

  • Mentor Foremen, Operators, and emerging field leaders.
  • Develop training plans focused on slipform paving operations and leadership development.
  • Promote accountability, teamwork, and continuous improvement.
  • Assist with workforce development and succession planning.

QualificationsREQUIREMENTS

Experience

  • Minimum 10 years of concrete paving experience.
  • Extensive experience with high production slipform paving operations.
  • Experience managing highway, airports, DOT, FAA, heavy civil, or large-scale infrastructure projects.
  • Proven success managing multiple paving crews and subcontractors simultaneously.

Technical Knowledge

  • Advanced knowledge of slipform paving systems and machine paving operations.
  • Experience with Wirtgen, Gomaco, Guntert & Zimmerman (G&Z), Power Curber, or similar paving equipment.
  • Strong understanding of concrete paving specifications, mix designs, placement techniques, and quality standards.
  • Knowledge of ride quality specifications, smoothness testing, incentive/disincentive programs, and production optimization.
  • Experience with GPS machine control, robotic total stations, and stringless paving technology.
  • Ability to interpret plans, profiles, grades, cross-sections, and contract specifications.

Leadership Skills

  • Proven ability to lead large field organizations and deliver successful projects.
  • Strong communication, planning, organizational, and problem-solving skills.
  • Ability to make critical decisions in fast-paced construction environments.
  • Experience mentoring Foremen and developing field leadership personnel.

Safety Qualifications

  • Extensive understanding of heavy civil construction safety requirements.
  • Strong commitment to incident prevention and risk management.
  • OSHA 30 Certification preferred.
  • Demonstrated history of maintaining safe and compliant projects.

Physical Requirements

  • Ability to work outdoors in varying weather conditions.
  • Ability to walk long distances on active construction sites.
  • Ability to travel to project locations as required.
  • Ability to work extended hours when needed to support project schedules.

Licenses & Certifications

  • Valid Driver's License required.
  • OSHA 30 Certification preferred.
  • CPR/First Aid Certification preferred.
  • DOT, FAA, IMI, or paving-specific certifications are a plus.

Preferred Qualifications

  • Experience leading interstate highway, airport, and large municipal paving programs.
  • Knowledge of stringless paving technology and automated machine guidance systems.
  • Experience with concrete batch plants and paving logistics.
  • Familiarity with prevailing wage projects and public infrastructure contracts.
  • Proven track record of delivering complex concrete paving projects safely, on schedule, and within budget.

Reports To: Operations Manager / Director of Construction

Direct Reports: Concrete Paving Foremen, Grade Foremen, Operators, Finishers, Laborers, Survey Personnel, and Subcontractors.
