Job Description

Jhpiego Mozambique is seeking a highly qualified and experienced Gender-Based Violence (GBV) Specialist, an assignment [proposal/contingent upon award], who will provide technical leadership and expertise in the prevention, mitigation, and response to Gender-Based Violence (GBV), including Sexual Exploitation and Abuse (SEA), Sexual Harassment (SH), and Violence Against Children (VAC). The Specialist will support the design, implementation, monitoring, and evaluation of interventions aimed at protecting vulnerable populations, strengthening survivor-centred services, and promoting the empowerment of women and girls. The position requires close collaboration with government institutions, civil society organizations, community leaders, and other stakeholders to ensure effective GBV prevention and response mechanisms.

Responsibilities

The G The GBV Specialist will be responsible for:

  • Providing technical guidance on GBV prevention, risk mitigation, and response interventions throughout the project lifecycle.
  • Leading the development and implementation of strategies, action plans, and protocols related to GBV, SEA/SH, and safeguarding.
  • Ensuring that all GBV interventions adhere to a survivor-centred approach and international best practices.
  • Supporting the establishment and strengthening of referral pathways and coordination mechanisms for GBV survivors.
  • Providing technical oversight and support for case management, psychosocial support services, and counselling interventions for survivors of GBV and VAC.
  • Conducting assessments and analyses to identify GBV risks, vulnerabilities, and service gaps within project areas.
  • Designing and delivering training programs, capacity-building initiatives, and awareness-raising activities for project staff, government counterparts, community structures, and service providers.
  • Developing training materials, guidelines, and tools on gender, protection, safeguarding, SEA/SH prevention, and survivor support services.
  • Supporting community mobilization and advocacy initiatives that promote gender equality, women's empowerment, child protection, and the prevention of harmful social norms and practices.
  • Collaborating with government agencies, civil society organizations, and community-based organizations to strengthen GBV prevention and response systems.
  • Providing technical input into project reports, assessments, studies, and policy recommendations related to GBV and protection.
  • Monitoring and evaluating GBV-related activities and ensuring compliance with donor requirements, national legislation, and international standards.
  • Supporting the integration of gender and protection considerations across all project components and activities.
  • Contributing to knowledge management, documentation of lessons learned, and dissemination of best practices.

Required Qualifications

  • Candidate shall possess, at a minimum, a Bachelor’s degree in Sociology, Social Sciences, Anthropology, Health Sciences, or related fields, combined with relevant professional experience.
  • A Master’s degree shall be considered an advantage.
  • The GBV Specialist shall have at least ten (10) years of experience in responding to incidents of gender-based violence, including Sexual Exploitation and Abuse (SEA) and Sexual Harassment (SH) applying a survivor-centred approach, and GBV prevention and have proven experience in case management and counselling services related to Violence Against Children (VAC) and psychosocial support for survivors.
  • Experience in training, community mobilisation, and advocacy for women’s and girls’ empowerment is required.
  • Proven ability to develop training packages on gender, protection, and safeguarding is required.
  • The Specialist shall demonstrate in-depth knowledge of relevant national and international legal and policy instruments, including, inter alia, domestic violence legislation and international conventions such as CEDAW.
  • The Specialist shall demonstrate strong cross-cutting skills, including advocacy and awareness-raising with community leaders and civil society organizations, as well as intercultural communication skills when working with vulnerable populations.
  • Fluency in Portuguese is required; proficiency in English is desirable; knowledge of Mozambican local languages shall be considered an asset.
