Job Description

The Functional Lead- Operating Model is responsible for supporting the delivery of a future-ready workforce operating model that enables the successful rollout of MyTime and MyPay across Downer. A large-scale organisational change to simply our time to pay landscape.

This is a 2-year maximum term contract, with strong potential for extension.

This role plays a key part in shaping how workforce processes, structures, and service interactions come together to create a seamless and sustainable operating environment. You will lead the Operating Model stream and help implement the future-state model across processes, people, and governance to align with system capabilities and business needs.

Working in close partnership with business units, central functions, and the wider Business Engagement and Transformation team, you will enable operational readiness, embed consistent and scalable ways of working, and ensure the organisation is positioned for sustained success beyond program delivery.

Key Responsibilities

  • Lead the refinement, and implementation of the future-state workforce operating model across process, people, and governance
  • Define and embed standardised workforce processes (e.g. time capture, scheduling, approvals, payroll interactions), identifying simplification and efficiency opportunities
  • Partner with business units to drive operational readiness, including process changes, role clarity, and adoption of new ways of working
  • Align central functions (Payroll, HR, Finance, People Services) to the future-state model, defining service boundaries, support processes, and escalation pathways
  • Partner with Process stream to develop and document service delivery frameworks, including SLAs, OLAs, service catalogue items, and query management pathways
  • Facilitate stakeholder engagement sessions to validate operating model design and ensure alignment with real operational practices
  • Establish governance frameworks, business continuity planning, and hybrid working considerations to support resilient operations
  • Ensure all operating model artefacts are complete, controlled, and ready ahead of system release, with ongoing iteration as the program evolves

What You Will Bring

  • Experience in operating model design and implementation, workforce transformation, or large-scale business transformation programs
  • Strong understanding of workforce management, payroll, and operational service delivery environments
  • Proven ability to design and document end-to-end processes and future-state operating models within complex organisations
  • Experience supporting organisational readiness and change for system implementations or transformation initiatives
  • Strong stakeholder engagement skills, with the ability to influence and collaborate across business and functional teams
  • Expertise in process mapping, process improvement, and embedding standardised ways of working
  • Ability to balance strategic thinking with hands-on delivery in a fast-paced program environment
  • Strong problem-solving, analytical, and communication skills
