Concept Solutions is seeking a Full Stack Developer to join a dedicated team of Information Technology (IT) professionals supporting the Federal Aviation Administration's (FAA) Command, Control, and Communications (C3) office. The C3 office carries a critical strategic mandate: ensuring FAA managers maintain daily situational awareness and uninterrupted continuity of communications during severe national emergencies, natural disasters, or critical equipment malfunctions. Should disruptions occur, the C3 office is chartered with executing rapid disaster recovery and restoring essential communication services expeditiously. This position is remote within 2 hours drive of Washington DC.

The Mid-Level Full Stack Developer focuses on building, maintaining, and modernizing critical enterprise web applications, bridging legacy on-premises systems with the Amazon Web Services (AWS) cloud. The primary objective of this role is to participate in a team effort to refactor and migrate legacy web applications and workflows from Microsoft SharePoint Subscriber Edition (On-Premises) to modern, open-source technology stacks hosted on AWS (including AWS GovCloud and AWS Outposts environments). This effort will include the use of Artificial Intelligence (AI) to refactor legacy code.

Working as a member of the DevSecOps team, this role ensures all front-end and back-end code is highly performant, accessible, and robustly secure, supporting highly available mission-essential functions under a FISMA Moderate framework. This position is vital to modernizing legacy application interfaces into secure cloud architectures, remediating findings from automated security pipelines, and establishing resilient, error-tolerant workflows for continuity of operations.

Requirements

  • Bachelor's degree in a technical discipline (Computer Science, Electrical Engineering, Information Technology, or a related field).
  • 5 Years of Experience in Full-Stack Web Application Development, with a proven track record of refactoring monolithic/legacy platforms and migrating workloads to AWS. Expertise in the following prioritized areas is required:
  1. Front-End Frameworks & UI Modernization:
  • Three or more years of practical experience building and maintaining complex, responsive, and accessible web interfaces.
  • Proven experience refactoring and modernizing legacy SharePoint pages, customized Master Pages, InfoPath forms, and web parts into clean, open-source UI frameworks.
  • Deep understanding of modern styling and layouts (HTML5, CSS3, modern JavaScript/TypeScript) to provide superior user experiences independent of SharePoint structures.
  1. Back-End Development & API Refactoring:
  • Strong proficiency in server-side open-source development (such as .NET Core, C#, Node.js, or Python) and designing secure, modular RESTful APIs.
  • Proven experience replacing proprietary SharePoint server-side Object Models (SSOM) and Client-Side Object Models (CSOM) with standard open-source API architectures.
  • Experience decomposing monolithic logic into microservices or serverless applications to optimize for scalability and maintainability.
  1. SharePoint Decoupling, Content Migration & Databases:
  • Practical experience in legacy discovery and analysis, including assessing existing SharePoint site hierarchies, document libraries, lists, and complex item-level permissions.
  • Proven capabilities migrating custom SharePoint list data into relational database models (such as Microsoft SQL Server, PostgreSQL, or Amazon RDS) and optimizing queries.
  • Experience refactoring legacy SharePoint workflows (SharePoint Designer, Power Automate, or K2) into modern cloud-native workflow engines like AWS Step Functions or serverless event-driven architectures.
  1. AWS Cloud Hosting & CI/CD Pipelines:
  • Familiarity with refactoring and optimizing legacy applications for native deployment in cloud environments, specifically AWS GovCloud and AWS Outposts architectures.
  • General understanding of working with CI/CD automated deployment pipelines (such as Azure DevOps, GitLab CI, or GitHub Actions) to run automated SAST/DAST security scans and deploy code.
  • Participate on the DevSecOps team to build out code layers with the redundancy, error-handling, and failover capabilities necessary to support continuity of operations (COOP).
  1. Security, Compliance & Federated Identity:
  • Strong proficiency implementing strict secure coding principles (OWASP Top 10) to satisfy NIST SP 800-53 security controls within a FISMA Moderate framework and remediating findings from pipeline scans.
  • Experience aligning custom SharePoint permissions and AD security groups with AWS IAM, AWS IAM Identity Center (formerly SSO), and modern federated identity protocols (OAuth2, OIDC, SAML).

Preferred Professional Certifications:

  • AWS Certified Developer (Associate) or AWS Certified Solutions Architect (Associate)
  • CompTIA Security+ (required within 6 months of hire to satisfy IAM-II compliance)
  • Professional Certifications in Front-End Methodologies (React, Angular, Vue)

Location and Schedule

  • Location: Washington, DC
  • Schedule: 40 hours per week, Monday through Friday, with core working hours from 9:00 a.m. to 3:00 p.m. local time.
  • Security Requirement: Secret Clearance
  • Travel: 0-10%
