Job Description
The
Full Stack Developer
will support the Texas Health and Human Services Commission (HHSC) on application development and system solutions. This role is responsible for researching, designing, implementing, and managing software programs using Angular, C#, ASP.NET, and Oracle Database. The Full Stack Developer will collaborate closely with other developers, UX designers, business analysts, and systems analysts to deliver high-quality, maintainable applications. The candidate will work within an Agile or Scrum development environment and contribute to both new system implementations and enhancements to existing systems. This position operates under limited supervision and requires a high degree of initiative, independent judgment, and creative problem-solving.
Responsibilities
Design, code, and modify complex computer programs, subroutines, triggers, stored procedures, objects, classes, and scripts using Angular, C#, ASP.NET, and Oracle Database.
Perform thorough testing of assigned programs, including generating test data, writing and executing test scripts, examining test results, and debugging detected errors.
Apply current software development methods and established standards covering programming, documentation, and testing to ensure application quality and maintainability.
Participate in code reviews to verify compliance with development standards and system and business requirements.
Collaborate with trainers, technical support staff, network specialists, and contract staff to perform modifications, updates, or implementations of new systems.
Identify, investigate, and resolve production problems through analysis, coding, testing, implementation, and training of technical staff and customers as needed.
Analyze requirements for new applications and enhancements to be implemented within the division.
Communicate with team members to coordinate development efforts and provide status updates to the team leader or project manager.
Assist in the development and ongoing maintenance of systems documentation.
Requirements
Minimum Qualifications
7 years of experience in computer programming, analysis, and development of complex business processes and system solutions.
7 years of experience in coding, testing, and debugging programs in development and/or requiring support for issue resolution, performance improvement, or enhancement.
7 years demonstrated ability to process information logically, design programs and systems logic, and prepare program specifications.
7 years of highly developed oral and written communication skills.
7 years of demonstrated interpersonal skills to work effectively with others, motivate staff, and elicit work output.
7 years of knowledge and understanding of Information Technology industry trends, directions, and market experience, including the ability to relate them to organizational context.
7 years of knowledge of architectural concepts, principles, and tools relevant to infrastructure, information, applications, and organizational structure.
7 years of knowledge of emerging technologies, including those new to company systems and to the broader information systems industry.
7 years of knowledge of tools, techniques, and best practices for protecting the integrity of corporate data and associated processing, and familiarity with technology practices, standards, and procedures.
7 years of knowledge of solution delivery utilizing Agile or Scrum methodology.
Preferred Qualifications
2 years of familiarity with the agency's information architecture and information management methodologies.
2 years of familiarity with existing and planned software technology, including global, regional, and local software architecture and infrastructure components.
Additional Requirements

Candidates must already reside in Texas. Candidates who are currently out of state and planning to relocate will not be considered.

Candidates must be local to the Austin, Texas area only.
Interviews will be conducted in person and/or via Microsoft Teams.
The candidate may be required to work outside of normal business hours on weekends, evenings, and holidays as requested; any overtime must be pre-approved by HHSC.
All travel, per diem, parking, and living expenses are the responsibility of the candidate.
Work Location and Schedule
Location: 701 W. 51st Street, Austin, TX 78751
Schedule: Monday through Friday, 8:00 AM to 5:00 PM, excluding Texas state holidays
Work Arrangement: Hybrid (combination of on-site and telework; specific on-site days determined by the hiring manager.
