Job Description

Overall governance
• Ensure understanding of fiber optic technology and network architecture-related policy and procedures, in order to understand tasks needed to be carried out according to function’s policies and frameworks, as well as to ensure alignment and compliance with legal regulations and with the company’s overall direction, standards, and governance.
• Support periodic revision of policies, standards, guidelines, work processes and procedures that are relevant to FTTx/ Fiber optic work, to ensure efficient operation and alignment with company’s policies & compliance with relevant governance.

Function-related accountabilities?
1. FTTx project planning and control
• Perform basic activities according to plan for FTTx/Fiber optic projects, including designing and developing network architecture plans, suppliers' operations review, monitoring operations and network capacity, maintenance, billing collection, client support, stakeholder management, etc. to ensure the effectiveness of operational activities in accordance with the agreement and stakeholder satisfaction.
• Assistsenior members in developing network architecture direction, including goals and objectives, schedules, budget, and engineering materials requirements, which are in alignment with WHA’s policies and governance, in order to provide guidelines and direction for the development of network architecture design and plan, day-to-day operations and maintenance of network architecture to suppliers/contractors.
• Assist senior members in creating and revisiting network architecture design and plan, to provide guidelines for development and operations to suppliers/contractors, in order to ensure that current network architecture design and plan address all current issues.
• Supervise suppliers and contracts on FTTx construction operations to ensure that schedule, progress, costs, resource, and project performance are running in accordance with plans and WHA's requirements.
• Assssit senior members in reviewing suppliers'/contractors' project planning and change control plans and procedures, as well as sharing suggestions in accordance with relevant standards, practices, and WHA specifications to support smooth operations.
• Identify issues/risks as observed during construction operations and share suggestions to mitigate those risks to ensure uninterrupted construction operations.
• Participate in necessary testing and trials, as well as summarize results and feedback, to identify and mitigate risks and issues associated with network architecture design and implementation, in order to verify functionality, robustness, and reliability of network architecture and capacity planning, as well as to ensure addressing of business/commercial requirements and ability to cope with operational variances and issues.
• Coordinate and expedite the procurement teams to ensure that purchasing equipment and materials are delivered on time. (if needed)

2. FTTx maintenance
• Assist senior members in developing and providing guidelines on network architecture maintenance, including designing procedures for preventive maintenance, and second and third-tier support for incidents and problems, in order to ensure quality and continuity of network services.
• Coordinate with relevant parties e.g., maintenance teams, outsourcing maintenance services, etc. to ensure all facilities provided to clients are appropriately maintained.

3. FTTx service support
• Develop basic reports/ documents/ contracts for collections from network service providers to ensure related departments have sufficient information to proceed with billing collection.
