Position: FSL Project Officer ( National Only )

Location Taiz

Contract Length 4 Months ( Renewable )

The Opportunity:

The Food Security and Livelihoods (FSL) Project Officer will implement activities aimed at addressing food insecurity in the Taiz governorate. This individual will supervise program activities in the targeted areas, which include registering families based on vulnerability criteria and overseeing cash distribution activities. Additionally, the project officer will monitor cash distributions, coordinate with financial service providers, and support reconciliation processing as needed. The Project Officer will represent SCI at community meetings, ensuring that robust Monitoring and Evaluation (M&E) systems are established and that results are integrated throughout the project. The Food Security and Livelihoods (FSL) Officer will be responsible for implementing and managing the cash assistance program. This role requires close collaboration with the program manager, beneficiaries, and other stakeholders to ensure that cash assistance is delivered effectively and efficiently.

Key Areas of Responsibilities:

Community Mobilization

• Sensitize local authorities and communities to the project’s objectives, activities, and selection criteria.
• Review and develop beneficiary selection criteria with government, local authorities, and community members to identify project beneficiaries according to SCI’s and food-insecure vulnerability and target criteria.
• Organize and run community meetings and workshops in a participatory and inclusive manner, to ensure that project activities are developed in consultation with communities.
• Take into account the structures of local government and communities and ensure all project activities have considered the needs of children, women, vulnerable groups, and the environment.
• Be in regular contact with communities, to link them to SCI and ensure transparency and information sharing.

• Lead in conflict resolution of disputes between communities and members related to SCI project activities.

Activity Implementation:

• Participate in the design and implementation of the cash assistance, including setting up cash distribution mechanism and monitoring system.
• Conduct beneficiary selection and verification process, ensuring that assistance reaches the most vulnerable and eligible HHs.
• Ensure that the planned cash distributions are conducted timely and beneficiaries receive their cash assistance without hindrances. Support beneficiaries to receive their cash according to agreed timelines and processes.
• Ensure local authorities and communities have been sensitized to the project’s objectives, activities, and selection criteria, and HHs selection processes have been communicated to all groups during beneficiaries’ targeting process.
• Develop project implementation plan with communities, supervise, guide and advise them in the selection of beneficiaries and community projects based on the set criteria that are agreed by all stakeholders.
• Carry out initial site assessments and feasibility feedback on project options to assist in prioritization processes of HHs selection.
• Verify that the project activities are developed in consultation with communities and ensure all project activities have considered the needs of children, women, vulnerable groups, and the environment.
• Participate along with the community leaders and community committees in the selection of the appropriate cash distribution site.
• Sensitize the targeted HHs on beneficiaries’ selection criteria, project objectives, accountability, and response mechanism.
• Manage the cash distribution processes, including coordination with FSP, and ensure that cash is delivered to the beneficiaries in a safe and timely manner.
• Ensure that HHs have access to complaints and response mechanisms.
• Capacity Building:
• Conduct training for the community development committees (CDCs) and FSP on beneficiary selection criteria and SCI ‘s SG policies.
• Mentor and coach the FSL project assistant and build their capacity.

Coordination:

• Coordinate with other project officers to ensure that activities are carried out in line with community needs.
• Coordinate with the other NGOs or partners working in the same district to avoid overlapping.
• Support the integration with other sectors: WASH and health & nutrition activities where possible.
• Participate in field office meetings with management and/or other departments as required.

Monitoring and Reporting:

• Work with the FSL data management officer to ensure a project database is complete and regularly updated.
• Work with the M&E team in creating appropriate monitoring tools for project impact, quality, post-distribution monitoring, and measurement of IPTT indicator tracking.
• Conduct regular feedback sessions with the M&E Officer and Accountability Assistants to ensure that all findings are addressed and adjustments are made to the project throughout implementation.
• Carry out regular monitoring visits to the project sites.
• Monitor the cash assistance program, including tracking beneficiary feedback, complaints, and concerns.
• Regularly address and tackle the concerns raised by the HHs and provide feedback.

Reporting:

• Compile and write weekly and monthly progress reports (narrative and data) in English.
• Embed counter-fraud and ethical controls in all operational processes, ensuring compliance with donor and legal requirements, while collaborating with Finance and Counter-Fraud teams to mitigate risks and conduct assessments for high-value programs

Qualification , Skills and Experience:

• University degree in social science, economics, agriculture, geography, or another discipline relevant to food security and livelihoods.
• Three years of experience working with international NGOs.
• Four years of experience with SCI working in food security and livelihoods activities (e.g., food/commodity vouchers, food/cash distributions, vocational skills training, agricultural/livestock projects, etc.).
• Strong ability to verbally communicate complex ideas to rural populations (in Arabic).
• Ability to diplomatically and sensitively resolve conflicts within and between communities/stakeholders.
• Knowledge and experience of the areas of intervention context (Taiz), specifically Ash Shamayatayn district, and ability to relate with stakeholders.
• Experience using participatory approaches in community engagement (mapping, prioritizing, evaluating, etc.).
• Ability and willingness to travel extensively to the field, under sometimes difficult and insecure circumstances.
• Ability to organize time, manage multiple tasks, and analyze information from many sources.
• Attention to detail and compliance with selection criteria and financial processes.
• Experience supervising others and managing their performance.
• Experience writing and compiling narrative and analytical reports in English.
• Communication skills to operate with a multinational and multilingual team
• Computer skills to create and input into Word and Excel documents.
• Fluency in English (speaking, writing, reading, and typing) is essential.

Knowledge and experience of the areas of intervention (Taiz), especially Ash Shamayatyn context is essential, and ability to relate with stakeholders.
