
We are supporting a public-sector customer on a large-scale transformation program.
That´s why we are looking for an experienced Legal Project Manager to lead and coordinate strategic legal and regulatory initiatives.
The role focuses on projects involving the implementation of national legal, legislative, and regulatory requirements into operational processes and IT systems. Typical initiatives may include tax and compliance-related reforms, regulatory reporting obligations, and legislative transformation programs.
Your responsibilities:
Lead legal and regulatory projects from initiation to delivery while ensuring objectives, timelines, budget, and quality standards are achieved
Define project goals, deliverables, planning, and stakeholder expectations
Establish project governance, processes, reporting, and performance indicators
Coordinate cross-functional teams and allocate resources effectively
Monitor project progress, risks, issues, and change requests, and implement corrective actions when needed
Ensure quality assurance throughout the project lifecycle and validate delivered solutions
Prepare functional specifications and support business requirements definition
Manage day-to-day project execution, including planning, task coordination, and progress tracking
Communicate regularly with stakeholders and steering committees through clear reporting and updates
Support change management activities and foster strong collaboration across stakeholders
Ensure efficient and sustainable use of project resources and budgets
An experienced Project Manager with 3 to 7 years of experience managing complex transformation projects
Able to demonstrate significant hands-on project management experience, including planning, budgeting, governance, communication, change management, risk management, and resource allocation
Experienced in legal and regulatory projects involving the implementation of national legal texts or compliance-driven initiatives (new property tax law, Pillar 2, FASTER, DAC8, etc.)
Familiar with topics such as tax reform, regulatory compliance, legislative implementation, or public-sector transformation projects
Comfortable working at the intersection of legal, operational, and IT environments
Fluent in both French and English (minimum C1 level)
Proficient with Microsoft Office tools, especially Excel, PowerPoint, and Word
Holder of a university degree and ideally certified in project management methodologies such as PMP, PRINCE2, Scrum, Prosci, MSP, or equivalent
Knowledge of Luxembourg public procurement, GDPR, or Quapital methodologies is considered an asset
Luxembourgish and/or German language skills are a plus
