
We are supporting a public-sector customer on a large-scale transformation program.
That´s why we are looking for an experienced HR Project Manager to lead and coordinate key HR-related initiatives. The role focuses on delivering projects linked to human resources management, including recruitment processes, HR operations, and skills development initiatives.
Your Responsibilities
Lead HR-related projects from initiation to delivery, ensuring objectives, timelines, budget, and quality expectations are met
Define project goals, deliverables, planning, and stakeholder expectations
Establish project governance, processes, reporting, and performance indicators
Coordinate cross-functional teams and allocate resources effectively
Monitor project progress, risks, issues, and change requests, and implement corrective actions when needed
Ensure quality assurance throughout the project lifecycle and validate delivered solutions
Prepare functional specifications and support business requirements definition
Manage day-to-day project execution, including planning, task coordination, and progress tracking
Communicate regularly with stakeholders and steering committees through clear reporting and updates
Support change management activities and foster strong collaboration across stakeholders
Ensure efficient and sustainable use of project resources and budgets
An experienced Project Manager with 3 to 7 years of experience managing complex projects end-to-end
Experienced in HR-related initiatives such as recruitment processes, HR operations, or talent and skills development
Comfortable managing planning, budgeting, risk management, governance, communication, and resource allocation
Able to work in structured and multi-stakeholder environments with strong organizational and communication skills
Fluent in both French and English (minimum C1 level)
Proficient with Microsoft Office tools, especially Excel, PowerPoint, and Word
Holder of a university degree and ideally certified in project management methodologies such as PMP, PRINCE2, Scrum, Prosci, MSP, or equivalent
Knowledge of Luxembourg public-sector environments, GDPR, procurement regulations, or Quapital methodologies is considered an asset
Luxembourgish and/or German language skills are a plus
