About the Organization

Board Match-Up is supporting a global professional association operating in the people, leadership, and workforce capability development space. The organization works with enterprises, policymakers, and industry stakeholders to advance professional standards, leadership capabilities, and future-of-work initiatives across multiple markets.

As the organization continues to expand its engagement across Asia, it is seeking to appoint a Singapore-based representative to support its presence in the local ecosystem through strategic partnerships, stakeholder engagement, and program coordination.

The Fractional leader will play a key role in strengthening the organization’s engagement within Singapore’s HR, skills development, and professional capability-building ecosystem.

This role focuses on building strategic partnerships, engaging with key ecosystem stakeholders, and supporting local initiatives and programs aligned with workforce transformation and professional development priorities.

The individual will act as a local connector and representative, working closely with public agencies, enterprise partners, and industry bodies while coordinating with the organization’s regional and global teams.

Key Responsibilities

Strategic Partnerships & Ecosystem Engagement

  • Develop and nurture relationships with key stakeholders across the HR, learning, and workforce development ecosystem.

  • Engage with government and quasi-government agencies to explore collaborative initiatives aligned with national workforce and skills priorities.

  • Build partnerships with enterprises, learning providers, and industry bodies to support the adoption of professional capability-building programs and certifications.

Market Presence & Stakeholder Representation

  • Represent the organization within Singapore’s HR and professional development community.

  • Participate in relevant industry forums, conferences, and ecosystem engagements to strengthen visibility and partnerships.

  • Act as a local liaison between the organization’s global/regional teams and Singapore-based partners.

Program Coordination & On-Ground Engagement

  • Support coordination and delivery of programs, initiatives, and stakeholder engagements in Singapore.

  • Facilitate collaboration with partners and ensure smooth execution of local initiatives.

Alignment with National Skills Initiatives

  • Identify opportunities aligned with Singapore’s workforce development and skills funding frameworks.

  • Support partnerships that align professional development programs with national capability-building priorities.

Ideal Candidate Profile

  • Professionals with substantial experience working within Singapore’s HR, learning, and workforce development ecosystem.

  • Experience in consulting, strategic partnerships, ecosystem engagement, or advisory roles.

  • Well-connected within HR, learning & development, training, or workforce capability-building sectors.

  • Familiarity with government-linked environments and workforce development initiatives in Singapore.

  • Ability to operate independently while collaborating effectively with global and regional teams.

Preferred Certifications

  • Advanced Certificate in Learning and Performance (ACLP) or Advanced Certificate in Training and Assessment (ACTA) (ACLP being the updated version of ACTA)

  • Diploma in Adult and Continuing Education (DACE)

  • Diploma in Design and Development of Learning for Performance (DDDLP / DDDLP 2.0)
