General Summary: The Foster Care Program Manager oversees the clinical programming of the program: training, treatment services, foster family support, ensuring that children in care receive safe, stable, and nurturing environments. This role involves staff supervision and collaboration with various stakeholders to promote the well-being of children and families within the foster care system.
JOB RESPONSIBILITIES:
Clinical Oversight
• Supports the organization’s mission, goals and management decisions; promotes an empirical behavioral model in program services.
• Assists in directing daily operations of foster and kinship care programs within the assigned geographic region.
• Works with State Foster Care Leadership staff in developing and implementing foster care clinical and training policies ensuring efficiency and effectiveness.
• Works with VP of Specialty Services and other Foster Care Staff to assess training needs.
• Works with VP of Specialty Services and other Foster Care Staff in developing and maintaining staff training modules and materials.
• Provides training and direction to Program Coordinators and/or Foster Parents on behavioral and other treatment services.
• Supports designated Foster Care and Kinship Supervisors.
• Provides clinical and administrative support to staff, providing and/or assisting with required clinical supervision.
• Review and approve all Therapeutic Foster Care Treatment plans.
• Works with VP of Clinical Operations – Specialty Programs, Training Department and HR to ensure staff orientation and training is implemented in accordance with state and organizational policies.
• Assist in the hiring, developing, retaining, evaluating, disciplining and discharging of program staff.
• Supports on-call rotation.
Quality Assurance
• Works with the QM team on quality improvement initiatives, quality metrics, data validation, etc.
• Oversees monitoring of safety and welfare of children in foster care homes.
• Manages complaints, including resolution and follow up, in collaboration with Intermountain Centers’ leadership team.
• Engages with foster parents as needed.
Stakeholder and Community Engagement
• Develop and maintain professional relationships with families and staff, and act as a liaison to external stakeholders.
• Participates in Management team meetings, conferences, and other agency-related activities as necessary.
Other
• Maintains an approved schedule and acceptable level of attendance. This position requires full-time onsite requirements.
• Perform other duties as assigned or necessary as they relate to the general nature of the position.
• Performs designated staff evaluations and/or discipline.

QUALIFICATIONS:
• Minimum Education Required: Master’s degree in a field related to Behavioral Health or Child Welfare.
• Minimum Experience Required: Two years of management experience required.
• Overall experience of four years in the field of Behavioral Health or Child Welfare.
REGULATORY:
• Minimum 18 years of age.
• Valid AZ DPS Level I fingerprint clearance card (must maintain valid card throughout employment)
• CPR, First Aid, AED certification, if required (must maintain throughout employment).
• Current, valid Driver’s License and 39-month Motor Vehicle Report and proof of vehicle registration liability insurance to meet insurance requirements
• Initial current negative TB test result, if required (Employer provides).
• Must pass a pre-employment and annual drug test.
