Job Description
FMS/BPC Instructor & Course Developer
Description
ASRC Federal is seeking an Army Security Assistance practitioner with substantial, recent, hands-on experience executing Foreign Military Sales (FMS) cases and/or Building Partner Capacity (BPC) programs to serve as an Academic Instructor and Course Developer for the Army Security Assistance Enterprise (ASAE) Training Program.
The successful candidate will use that experience to help learners understand and apply authoritative policy and guidance to the decisions, responsibilities, and actions required for effective execution.
The primary focus is delivering scenario-based workforce training, with additional responsibilities for curriculum development and sustainment, the Agile Learning Environment (ALE), the ASAE Guidebook, and other duties as assigned.
Frequent travel within the continental United States (CONUS) is required to deliver courses as part of the mobile training team. Travel outside the continental United States (OCONUS) may also be required based on program needs. Responsibilities may change at the direction of the government customer and Program Manager.
We seek practitioners who can earn the confidence of an experienced classroom through sound judgment, substantive execution experience, and command of authoritative policy. They should make complex requirements understandable and help learners see how their work contributes to the broader Security Assistance mission.
Prior instructional experience is valuable, but does not replace hands-on FMS and/or BPC execution experience. The successful candidate brings the communication skills, adaptability, and willingness to learn needed to grow as an ASAE instructor.
Duties and Responsibilities
- Deliver engaging FMS, BPC, and related Security Assistance instruction through classroom and mobile training courses at Army and DoD locations.
- Use relevant FMS and/or BPC experience to build credibility and connect with learners, relate authoritative policy and course concepts to situations they encounter at work, and help them apply requirements to their own responsibilities.
- Facilitate realistic scenarios, case studies, and collaborative exercises, adapting instruction to learners’ experience, functional backgrounds, and organizational roles.
- Respond to learner questions using authoritative policy and guidance, supported by relevant execution experience.
- Represent the ASAE Training Program professionally and contribute to instructor development and continuous improvement.
- Collaborate with the Curriculum Design Team to develop, review, and sustain courses, scenarios, exercises, assessments, instructor materials, and student resources.
- Apply current operational FMS and/or BPC experience to connect authoritative Security Assistance policy and guidance to real-world execution, ensuring curriculum clearly demonstrates how policy requirements translate into roles, responsibilities, processes, decisions, and actions across the Security Assistance Enterprise.
- Validate technical accuracy, policy alignment, operational relevance, and consistency across the training portfolio.
- Identify training impacts of FMS reform, BPC developments, and evolving roles and relationships across the Security Assistance Enterprise, including DASA, Implementing Activities, Portfolio Acquisition Executives (PAEs), Integrated Capability Offices (ICOs), and Security Assistance Program Managers (SAPMs). Support timely incorporation of approved changes into curriculum.
- Develop, organize, review, validate, and sustain ALE and ASAE Guidebook content using authoritative sources and operational FMS/BPC expertise.
- Research and interpret Security Assistance policy, authorities, guidance, processes, and organizational responsibilities; translate requirements into clear, usable workforce resources.
- Incorporate FMS reform, BPC developments, and organizational changes, identifying outdated information, content gaps, and issues requiring clarification.
- Assist in keeping ALE, the ASAE Guidebook, and curriculum synchronized so that policy, process, and execution changes are consistently reflected across training and knowledge products.
- Collaborate with government stakeholders, instructors, curriculum developers, and subject-matter experts to validate content and resolve inconsistencies.
Required Qualifications
- Bachelor's degree or equivalent combination of relevant education and professional experience.
- Minimum of 10 years of applied Security Assistance experience while serving as a uniformed member of the U.S. Armed Forces, U.S. Government employee, defense contractor in support of Army programs, or as otherwise permitted by applicable contract labor-category requirements.
- Substantial, recent, hands-on Army FMS and/or BPC execution experience, including applied understanding of the Security Assistance lifecycle and supporting functions.
- Ability to interpret authoritative Security Assistance policy and guidance and explain their application to real-world execution.
- Ability to explain complex Security Assistance requirements clearly and facilitate learning for audiences ranging from new workforce members to experienced Security Assistance professionals.
- Current working knowledge of FMS reform, BPC developments, and evolving enterprise structures, including PAE/ICO/SAPM roles and relationships with DASA, Implementing Activities, and other stakeholders; commitment to maintaining that knowledge.
- Strong collaboration, professionalism, initiative, and adaptability when working with instructors, curriculum developers, government stakeholders, and subject-matter experts.
- Ability to travel regularly within CONUS and undertake OCONUS travel as required for course instruction and other program needs.
- Minimum active DoD Secret clearance or the ability to obtain and maintain the security clearance or other authorization required by the applicable contract.
Candidates must demonstrate meaningful responsibility for FMS case and/or BPC program development, management, or execution. Relevant experience may include:
- FMS case or BPC program planning, development, implementation, execution, management, and closure.
- Preparation, review, or coordination of Letters of Request (LORs), Letters of Offer and Acceptance (LOAs), amendments, modifications, or BPC requirements and program documentation.
- Application of FMS/BPC authorities, funding requirements, policy, and guidance to execution decisions.
- Service as a SAPM, International Program Manager, Case Manager, Country Program Manager, BPC Program Manager, or comparable practitioner.
- Coordination across acquisition, logistics, contracting, financial management, transportation, training, and technical functions, including Total Package Approach development.
- Coordination with partner nations, Implementing Agencies and Activities, Security Cooperation Organizations, combatant commands, Army commands, program offices, or industry partners.
- Participation in Integrated Product Teams (IPTs), Program Management Reviews (PMRs), case/program reviews, working groups, or site surveys.
- Use of Security Cooperation and Army business systems supporting actual FMS or BPC development and execution.
- Experience with Technology Security and Foreign Disclosure (TSFD), including releasability and exportability considerations for FMS and BPC cases.
- Experience need not cover every area listed, and equivalent depth in both FMS and BPC is not required.
Preferred Qualifications

- Experience using Security Cooperation and Army business systems such as DSAMS, SCIP, CISIL, GFEBS, or other relevant enterprise systems.
- Experience instructing, facilitating, briefing, or mentoring professional audiences.
- Experience supporting knowledge management, SharePoint, learning management systems, or comparable digital platforms.
- Experience across both FMS and BPC.
