Fleet Fuel and Maintenance Officer

Organizational Setting and Work Relationships

The Fleet, Fuel and Maintenance Officer contributes to activities related to fleet, fuel, and vehicle maintenance in the Area of Responsibility (AoR), ensuring compliance with UNHCR rules and procedures, cost-effectiveness, efficiency, and professionalism in respective facets of fleet management.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties

  • Provide technical support and guidance to UNHCR operations on fleet, fuel, and vehicle maintenance management.
  • Contribute to the development, update, and dissemination of global standards, tools, and procedures related to fleet management, preventive and curative maintenance, and fuel management, leveraging overall efficiency across the organisation.
  • Actively form the capacity across operations, ensuring that staff assigned to fleet management in operations are well versed in implementing and complying with defined standards.
  • Analyse fleet performance data to identify trends, inefficiencies, and opportunities for cost savings and operational improvements.
  • Support the development and implementation of fleet replacement plans within the AoR, considering operational needs and sustainability objectives.
  • Support the implementation of fleet strategies to establish an optimal, safe and reliable fleet of vehicles addressing global needs for passenger and cargo road transportation.
  • Support the implementation and continuous improvement of preventive maintenance and repair processes for UNHCR vehicles.
  • Assess technical capacity, maintain relevant records and analyse performance and expenditure related to servicing and repairs of light, heavy, and armoured vehicles owned by UNHCR across both commercial and non-commercial maintenance facilities.
  • Support the development of relevant contacts and build constructive relations with UN agencies, Aid and Development entities, and commercial entities to foster cooperation within the AoR.
  • Collaborate with the HQ Procurement Services, addressing the Assets and Fleet Management Section (AFMS) needs.
  • Analyse vendor performance focusing on product and delivery.
  • Analyse global maintenance and repair data, identify anomalies, and provide actionable recommendations to enhance control over fleet management in operations.
  • Contribute to the design and roll out fuel monitoring frameworks, including fuel consumption benchmarks, tracking tools, and reporting templates for use across field operations.
  • Analyse global fuel consumption data, identify anomalies, and provide actionable recommendations to enhance control over fuel management in the organisation.
  • Support country operations with technical advice on fuel supply arrangements, bulk storage systems, and prefeed modalities.
  • Contribute to the design and delivery of training programmes, workshops, and e-learning content on fuel management, vehicle maintenance, and fleet management best practices for UNHCR staff and implementing partners.
  • Compile and analyse statistical information, identify trends, develop key performance indicators within the AoR. Support monitoring the quality and accuracy of related data in relevant business systems.
  • Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
  • Perform other related duties as required.

Minimum Qualifications

Years of Experience / Degree Level

For P3 - 6 years relevant experience with Undergraduate degree; or 5 years relevant experience with Graduate degree; or 4 years relevant experience with Doctorate degree

Field(s) of Education

Automotive Engineering; Logistics; Supply chain; Fleet management; or other relevant field.

Relevant Job Experience

Essential

Experience in progressively responsible functions in Fleet Management. Sound understanding and experience of international public procurement in challenging environments. Solid understanding of vehicle mechanics. Ability to work in geographically diverse teams. High degree of integrity. Proven ability to deal with multiple tasks in a courteous and service-oriented manner in demanding working conditions that often have short deadlines. Ability to lead large teams and interact with focal points from operations, as well as suppliers of vehicles, accessories and after-sales services.

Desirable

Budget management experience. Knowledge of fleet, vehicle tracking, and fuel management systems, as well as any other vehicle management software, is considered an asset.

Essential Attributes:
• Extensive professional experience in large-scale fleet management operations within international organisations, comprising field and HQ roles and overseeing diverse fleets of light vehicles, trucks, buses, and civilian armoured vehicles across multiple operational environments.
• Proven experience managing global fleet portfolios across numerous countries and responsibility for multi-million-dollar operational budgets.
• Strong expertise in data-driven fleet lifecycle management, including vehicle acquisition, leasing, maintenance and repair strategies, fuel management and fleet optimisation.
• Experience in procurement, including preparation SOWs for RFQ, ITB, RFP, and technical evaluation of submissions.
• Advanced knowledge of bulk fuel management, including fuel supply chain oversight, bulk fuel storage and stock management systems, fuel quality control, movements monitoring, and implementation of fuel management solutions supporting large operational fleets.
• Experience managing global framework agreements with vehicle manufacturers and technical service providers, covering vehicle sourcing, vehicle upfitting, and fleet management solutions supporting performance monitoring.

Desirable Attributes
• Familiarity with vehicle preparation centres and global vehicle logistics.
• Strong technical knowledge of vehicle mechanics and workshop management to effectively oversee fleet maintenance programmes, workshop operations, and standardised repair practices across diverse fleet types.
• Experience managing supply chains for civilian armoured vehicles, from manufacturer through delivery to operational locations.
• Professional certifications in fleet management and project management is an asset.

Nature of Position:

The position of Fleet Fuel & Maintenance Officer is part of the Asset and Fleet Management Section (AFMS) sitting in the Global Mobility and Infrastructure Service under the Division of Resource Management (DRM).

The Asset and Fleet Management Section (AFMS) of UNHCR manages a large fleet; ~4,750 vehicles with a value of nearly 109M USD and located in 100 countries, 371 offices. The Section manages the full spectrum of fleet activities from sourcing, order management, logistics, contract management, insurance, road safety, ride sharing, disposal, and more. It also provides asset management services to UNHCR operations.

AFMS implements best fleet management practices, leads and promotes partnerships with other UN sister agencies, interagency leasing collaboration, develops new product and services portfolio for cost reduction and quality perspective and promotes strategic partnerships with other stakeholders such as NGOs, government partners, donors and commercial contractors.
