Job Description

Technical Systems Integration, Inc. (TSI) is a Service-Disabled Veteran-Owned Small Business (SDVOSB), delivering professional, technical, and management support to the U.S. Navy, Marine Corps, and DoW customers across the acquisition and sustainment lifecycle.

TSI is hiring a Fleet Diving Systems Specialist to support the Fleet Diving mission at NSWC PCD, Panama City, NSA. The specialist in this role serves as the Fleet Diving Table of Authorization (TOA) Manager, building a standardized TOA's for the Navy fleet diving community from the ground up. This is mission-defining work: the TOA being developed will determine what equipment fleet diving units are authorized, funded, and equipped with based on their operational requirements. A deep understanding of Navy diving equipment and its operational use is essential.

Responsibilities:

• Serve as Fleet Diving TOA Manager for NSWC PCD, own and drive the development of a standardized Table of Allowance for the Navy fleet diving community

• Build and maintain a master database of authorized and candidate Navy diving equipment, organized into standardized assemblies for assignment to fleet diving units across the force

• Assign equipment assemblies to fleet diving teams based on each unit's Required Operational Capability and Projected Operational Environment (ROC/POE)

• Develop an organizational structure identifying all fleet diving teams and locations for TOA assignment and funding allocation purposes

• Prepare equipment and assembly data packages for stakeholder review cycles, coordinating feedback, managing revisions, and tracking approval status

• Enter approved parts and equipment data into the Expeditionary Management Information System (EXMIS).

• Maintain data accuracy across 1,000+ managed items, including pricing, grouping, and disposition of pending items

• Compile master parts lists for Navy diving equipment; read engineering drawings as needed to identify and catalog components

• Research alternatives to the Navy's current air-sampling program and support related equipment evaluation efforts

• Support development of equipment assemblies for other areas within the fleet diving community as primary TOA products undergo review.

Participate in weekly Fleet Diving Department and TOA standing meetings; support program reviews, working groups, and coordination visits

Requirements

Required Qualifications

• Qualified Navy diver — ND rating, EOD diver qualification, or equivalent military diving qualification required; this is a non-negotiable requirement per the government customer

• Advanced Microsoft Excel proficiency must be able to build, manage, and maintain large equipment databases; organize parts and assembly data; and prepare structured data packages for stakeholder review

• Active SECRET clearance

• U.S. citizenship

• Demonstrated knowledge of Navy diving equipment must be able to identify equipment, understand its operational purpose, and evaluate whether it is required for a given unit's ROC/POE

• Strong written communication skills, ability to draft documentation, prepare data packages for stakeholder review, and correspond with program offices

• Ability to travel CONUS and OCONUS, including international locations, in support of Fleet Diving operations

Preferred Qualifications

• Bachelor's degree in Logistics, Engineering, Systems Management, or a related technical field; equivalent operational experience will be considered in lieu of a degree

• Prior experience working with or in support of NSWC PCD programs

• Familiarity with Navy supply and logistics processes, including experience with EXMIS, TOAViewer, NAVSUP OneTouch, FLIS 4.0, or MBPS

• Experience with CMPro configuration management software

• Experience developing or reviewing ILS documentation (LORA, FMECA, PTD, Maintenance Plans, or LCSP)

DAWIA Lifecycle Logistics certification (Level I or II) or willingness to pursue upon hire
