Kadiak, LLC, a Koniag Government Services company, is seeking a FITARA Management Consultant to support Kadiak and our government customer in Germantown, MD. This position requires the candidate to be able to obtain a Public Trust.

The FITARA Management Consultant will serve in a multi-faceted advisory and liaison capacity, supporting the DOE OCIO across four critical program areas: FITARA Compliance, Records Management, Continuity of Operations Planning (COOP), and IM-20 Essential Records. This individual will work closely with OCIO leadership, federal records officers, continuity planners, and cross-functional stakeholders to ensure the DOE maintains compliance with federal mandates, protects essential government records, and sustains mission-critical operations under all conditions.
Essential Functions, Responsibilities & Duties may include, but are not limited to:
FITARA Advisory & Compliance Support:
• Serve as a FITARA subject matter expert and liaison, providing advisory support to leadership on Federal IT Acquisition Reform Act requirements, implementation guidance, and compliance obligations.
• Support FITARA execution and performance monitoring activities, including tracking IT investment performance following budget submission and contributing to increased enterprise IT portfolio visibility.
• Assist in preparing FITARA-related reporting, briefings, and documentation for submission to OMB, agency leadership, and oversight bodies.
• Monitor evolving OMB guidance, GAO recommendations, and congressional mandates related to FITARA, translating updates into actionable guidance for program offices.
• Coordinate with budget, acquisition, and IT portfolio teams to ensure FITARA compliance is embedded in IT investment planning and decision-making processes.
• Support the development and maintenance of FITARA governance frameworks, policies, and standard operating procedures.
• Facilitate outreach and training activities that promote FITARA compliance awareness across DOE program offices and agency partners.
• Contribute to IT capital planning and investment control (CPIC) processes, including Exhibit 53/300 development and review.
• Assist in preparing materials for senior-level governance boards (IMGB, EAGB, Steering Committee) related to FITARA performance and compliance.
General Program & Executive Support:
• Provide analytical and advisory support to leadership across all four program areas, contributing to enterprise decision-making and strategic planning.
• Develop briefing materials, decision memos, executive summaries, and leadership presentations for reviews and governance board submissions.
• Maintain program tracking systems, dashboards, and reporting tools to monitor compliance status, milestones, and action items across all assigned program areas.
• Coordinate cross-functional workstreams involving federal staff, contractors, and external agency partners to advance program objectives.
• Support governance board activities with preparation of materials, coordination of reviews, and tracking of follow-up actions.
• Contribute to the development and maintenance of policies, procedures, and standard operating procedures across all supported program areas.
Education and Experience:
Required:
• Bachelor's degree in Information Management, Public Administration, Business Administration, Political Science, or a related field from an accredited college or university.
• Minimum of six (6) years of progressively responsible experience in federal program management, records management, IT governance, continuity planning, or a closely related field.
• Note: A Master's degree or relevant professional certification may be substituted for one (1) year of the required experience.
• Demonstrated experience supporting federal records management programs, including NARA compliance, records schedules, and records lifecycle management.
• Experience supporting or executing COOP planning, exercises, and continuity program activities in a federal government environment.
• Experience providing advisory or liaison support to senior federal officials across multiple concurrent program areas.
• Familiarity with FITARA requirements and federal IT investment management processes.
Required Skills and Competencies:
• Exceptional written and oral communication skills in English, with demonstrated ability to produce executive-quality documentation and engage effectively with senior government officials, technical teams, and interagency partners.
• Strong analytical and critical thinking skills, with the ability to interpret complex federal regulations and translate requirements into actionable program guidance.
• Demonstrated knowledge of federal records management regulations, including NARA 36 CFR, Federal Records Act, and DOE records management policies and schedules.
• Knowledge of Federal Continuity Directives (FCD-1, FCD-2), FEMA continuity guidance, and Mission Essential Function identification methodologies.
• Familiarity with FITARA statutory requirements, OMB implementation guidance (M-15-14), and IT capital planning and investment control (CPIC) processes.
• Experience developing and maintaining records inventories, retention schedules, and disposition documentation in compliance with NARA-approved schedules.
• Ability to develop and maintain COOP plans, continuity documentation, and essential records inventories aligned with federal continuity standards.
• Experience facilitating cross-functional stakeholder meetings, working groups, and coordination sessions involving federal and contractor personnel.
• Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and collaboration tools such as Microsoft SharePoint and Teams.
• Ability to develop and deliver training programs and awareness materials for federal staff on records management, COOP, and essential records requirements.
• Strong project management and organizational skills, with demonstrated ability to manage multiple concurrent workstreams and competing priorities.
Security Requirement:
• Ability to obtain and maintain Public Trust Clearance.
Desired Skills and Competencies:
• Prior experience working within a DOE OCIO, federal agency CIO organization, or IM program office.
• Certified Records Manager (CRM) certification or progress toward certification through the Institute of Certified Records Managers (ICRM).
• Familiarity with DOE records management policies, schedules, and the PERM (Primary Emergency Relocation Mission) program.
• Knowledge of OMB Circular A-130 and its application to federal information and records management.
• Experience working with federal governance bodies such as IMGB, EAGB, or agency-level IT Steering Committees.
• Familiarity with electronic records management systems (ERMS) and federal digital records standards.
• Experience supporting IG audits or federal compliance reviews related to records management or continuity programs.
• Project Management Professional (PMP) certification or equivalent program management credential.
• Knowledge of FITARA scorecard metrics and agency reporting requirements.
• Familiarity with emergency management frameworks including the National Incident Management System (NIMS) and Continuity of Government (COG) planning.
• Master's degree in a relevant field.
