Job Description

SALARY

$81,642.50 - $102,053.16Under general direction, this position plans, organizes, and administers the annual budget and reconciliation process for the department.

ESSENTIAL JOB FUNCTIONS:

  • Plan, organize and administer the annual budget including General Fund, Performance Funds, grants, revenues, cost recovery goals, donations and sponsorships for the department.
  • Develop and oversee a financial reporting system to track and analyze all division's budgets.
  • Develop and prepare reports that clearly define financial performance, including variance and analysis reports that explain fluctuations in financial results for each business unit; and, ability to prepare professional level reports for presentation to management and the Park Board.
  • Oversee annual and quarterly performance measurement for the department. Ability to oversee regulatory items including contracts and internal procedures related to cash management plans, compliance with purchasing policies, conduct internal audits and coordinate response and implementation of recommendations from Internal Audit
  • Supervise subordinate personnel establishing work plan objectives, evaluating performance to ensure objectives are met


OTHER JOB FUNCTIONS:

  • Perform high level special assignments.
  • Hire, train, and evaluate personnel and plan for employee development.
  • Develop and communicate processes, as well as train managers on budget.

MINIMUM QUALIFICATIONS:

Knowledge. Skills and Abilities Required:

  • Knowledge of research and analysis methods, survey techniques and statistical and financial analysis methods.
  • Knowledge of principles and practices of accounting and auditing, including GAAP, GASS, FASB, and government finance.
  • Knowledge of municipal accounting and principles of public finance administration and auditing techniques.
  • Knowledge of budgetary development and controls.
  • Knowledge of modern office methods, procedures, and equipment including computerized accounting systems, word processing, advanced use of spreadsheet, database and presentation software.
  • Skill in communicating conceptual or informative ideas and information both orally and in writing.
  • Skill in planning, designing and preparing professional presentations, reports and recommendations.
  • Ability to establish and maintain effective working relationships with other city employees and the public.
  • Ability to develop training for Department personnel on budget processes.
  • Ability to operate a variety of office equipment including but not limited to a PC, calculator, and telephone.
  • Ability to research, analyze, and prepare statistical statements and reports.
  • Ability to receive detailed information through oral communications and to make sound decisions.
  • Ability to identify, evaluate, and respond to situations or problems in a timely manner.
  • Ability to perform a variety of physical skills including but not limited to carrying, filing, grasping, seeing, sitting, and sorting.


Qualifying Education and Experience:

  • Bachelors degree in Public Administration, Business Administration, Accounting or related field that includes coursework in Business, Accounting, and Management, plus 3-4 years' experience or equivalent combination of education and/or experience, including supervisory experience.
