Duties and Responsibilities
- *Serves as the Director of Fiscal Administration for the Kaka'ako campus providing various aspects of fiscal management advice to all levels of management, faculty and staff; evaluating and implementing changes to procedures to achieve the most efficient and cost-effective service, and resolving difficult problems in various fiscal administration areas.
- *Recommends proper allocation of disposition of various financial documents and/or writes and prepares for signature documents of a financial nature that will provide plans, report status, and document problems.
- *Administers purchase orders/delivery orders in an advisory capacity for complex and difficult orders, including purchase orders up to $25,000 and delivery orders in excess of $100,000.
- *Administers financial services and the Kaka'ako campus fiscal transactions; reviews, analyzes, and develops short- and long-term fiscal expense reports and to actual expense worksheets, expenditure plans, and projections for submittal to university administration, the Governor's office, and the State legislature.
- *Responsible for the monitoring of all procurement activities to ensure availability of funds and allowability of expenditures.
- *Manages fiscal operations, interprets to administrators and employees' policies and procedures and resolves operational and administrative matters in accordance with current policies, procedures, and directives.
- *Advises system offices, external vendors, school administrators, & department chairs in the resolution and completion of all fiscal related transactions.
- *Ensures that staff are informed of current policy and procedural changes that require immediate implementation. Maintain effective communication between departments & central offices to assure efficiency.
- *Analyzes, develops, and administers comprehensive internal fiscal systems and processes, management controls, and fiscal compliance programs; interprets data to establish internal fiscal policies and operational recommendations consistent with State and Federal regulations.
- *Prepares, analyzes, and evaluates financial condition of all programs/functions/projects within the Kaka'ako campus and advises senior management of anticipated problems, major policy changes expected, impact on resources, and impact on responsiveness.
- *Develops and presents reports and recommendations relating to fiscal matters to the Chief Financial Officer (CFO) serving the Kaka'ako Campus and to management. Resolves any conflicts between departments & fiscal administration in order to achieve maximum efficiency.
- *Provides general administrative staff support for the Kaka'ako Campus as well as provides staff support to higher level personnel in the performance of work of very substantial scope, difficulty, or complexity in the overall management of fiscal operations.
- *Supervises and manages the core fiscal and auxiliary services staff in the Kaka'ako campus. Monitors workload and performance, reviews and modifies core positions in accordance with university policies and procedures.
- *Develops short- and long-term plans for the Kakaako Campus fiscal and auxiliary services departments.
- *Reviews and resolves operational issues to ensure smooth operations of fiscal and auxiliary departments.
- *Performs independent audits, approves, reconciles, and maintains all fiscal transaction records, and reports across all funding sources to ensure compliance with university, state and federal rules.
- *Maintains & analyzes fiscal transaction information, chart of accounts, records and financial reports, fiscal data relating to materials, labor, overhead costs, object codes and control ledgers, journals and other fiscal related records.
- *Provides comprehensive fiscal administrative training to core staff across various functional areas, ensuring adequate support for departments within the Kakaako Campus.
- *Provides training and helps build, in collaboration with the University's system administrators, Kuali Build and Interdepartmental Orders (IDO) to help expedite and streamline fiscal requests and transactions.
- Supports the leadership in managing JABSOM's faculty malpractice insurance, safeguarding the institution's clinical and academic operations.

Minimum Qualifications
- Possession of a baccalaureate degree in business, public administration, social science, arts and humanities, science, education or related field and 5 year(s) of progressively responsible professional experience with responsibilities for accounting and fiscal administration and management; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
- Advanced and comprehensive knowledge and understanding of a wide range of developing and emerging concepts, principles and methodologies of the assigned specialty area(s), including accounting and fund/governmental accounting systems.
- Comprehensive knowledge and understanding of a wide range of principles, theories, federal and state laws and systems associated with fiscal and personnel areas.
- Demonstrated ability to understand problems from a broad interactive perspective and use reasoning to discern underlying principles and issues when problem solving, and apply creative thinking to resolve problems in new and unprecedented approaches.
- Demonstrated written and verbal competence in presenting ideas, concepts and models clearly using persuasion and negotiation to build consensus and cooperation.
- Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
- Demonstrated ability to operate a personal computer, Microsoft, Google applications and use of Artificial Intelligence (AI) when appropriate.
- For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
- Demonstrated ability to conduct large-scale training initiatives.

- Work experience as a manager with responsibility and independent authority to direct the operations of an organization with multiple levels of supervision.
Desirable Qualifications
- Demonstrated ability to successfully advocate publicly and administratively while adhering to adopted policies, practices, procedures, and principles despite strong opposing views and opinions.
- Knowledge of the organization, operating relationships, policies, etc., of a doctorate degree granting university engaged in research.
- Knowledge of federal grant and extramural funding administration.
- Knowledge of UH & RCUH fiscal administrative systems & its rules, regulations, policies & procedures.
- Masters degree in Business Administration or certified public accountant.
