The Fiscal Compliance Supervisor leads the organization's grant, contract, and fiscal compliance function and serves as the primary financial compliance resource for assigned funding sources, programs, and business units. This position oversees contract invoicing, financial reporting, budget development, forecasting, compliance monitoring, and funding agency requirements while ensuring consistency, accuracy, and accountability throughout the compliance function.
The Fiscal Compliance Supervisor supervises and develops assigned accounting staff, establishes workload priorities, and promotes cross-training and professional development. The position serves as a strategic fiscal partner to Program Directors, Development leadership, Goodwill Commercial Services leadership, and departmental management while maintaining effective internal controls, standardized compliance processes, and reporting practices.

Status: Regular, Full-time, Non-exempt.

Location: Workforce Development Center - 118 52nd St, Pittsburgh, PA 15201

External Hiring Range: $66,00-$75,00

Schedule: 8:00 AM - 4:00 PM Monday - Friday. Schedule may vary depending on department needs.

RESPONSIBILITIES:
Included but not limited to:

Fiscal Compliance Leadership:

  • Supervise, mentor, and develop assigned accounting staff supporting the Fiscal Compliance function.
  • Develop and maintain procedures, documentation, and training resources that promote consistency and operational effectiveness.
  • Review work products for accuracy, completeness, compliance, and adherence to departmental standards.

Contract and Funding Compliance:

  • Oversee fiscal compliance activities related to federal, state, county, municipal, and private funding sources.
  • Interpret funding requirements and provide guidance regarding contract compliance, allowable costs, and reporting obligations.
  • Coordinate responses to monitoring reviews, audits, site visits, and funding agency inquiries.

Budgeting, Forecasting and Financial Reporting:

  • Identify financial risks, funding concerns, and operational issues and recommend appropriate corrective actions.
  • Review and approve contract invoices, reimbursement requests, financial reports, and related supporting documentation.
  • Analyze financial performance, spending trends, and funding utilization and communicate findings to management.

Program Partnership and Continuous Improvement:

  • Serve as the primary fiscal partner for assigned Human Services programs and operational leadership.
  • Participate in system enhancements, process improvement initiatives, and organizational projects that improve efficiency, reporting capabilities, and financial stewardship.

QUALIFICATIONS:

Education and Years of Experience:

  • High School Diploma AND 15+ years of experience with government-funded contracts, reimbursement
    billing, and compliance reporting. OR
  • Associates degree AND 5+ years of experience OR
  • Bachelors degree AND 3+ years of experience.

Required:

  • Experience working with multiple funding sources and complex contract requirements.
  • Experience with government-funded contracts, reimbursement billing, and compliance reporting.
  • Five or more years of progressively responsible accounting,
    fiscal compliance, grant accounting, or nonprofit finance experience.

Preferred:

  • Experience supporting monitoring reviews, audits, and funding agency examinations.
  • Experience developing procedures, training materials, and process improvements.

REQUIRED CLEARANCES, LICENSES, AND CERTIFICATIONS:

  • Candidates are expected to complete background checks assigned by Goodwill SWPA, including a National Criminal Background check, prior to their first day of employment.
  • Candidates are expected to provide current, valid clearances (Child Abuse Clearance, FBI Fingerprints Clearance, and PATCH) prior to their first day of employment.
