What you will be doing:

The Finance Lead Worker for the Washington State Historical Society (WSHS) OneWA Project serves as the WSHS principal subject matter expert and liaison for the agency’s financial systems transition from the Agency Financial Reporting System (AFRS) to Workday as part of the statewide OneWA initiative. This position plays a vital leadership role in ensuring that the agency’s financial operations, data, and business processes are accurately mapped, transitioned, tested, and adopted within the new Workday environment.

Acting as the primary financial conduit between WSHS’s stakeholders (finance, IT, and business units), as well as representing the agency in collaboration with the OneWA Office of Financial Management (OFM) project team, and external development and implementation contractors, this position ensures a cohesive and accurate alignment of financial business requirements and system functionality. The incumbent provides expert-level financial analysis, interpretation, and guidance in accordance with Generally Accepted Accounting Principles (GAAP), federal and state regulations, and agency policies and procedures.

Examples of duties

Leads the development, coordination, and oversight of all agency-specific training, procedures, and documentation related to the implementation of the Workday financial system, ensuring WSHS accounting and budget staff are fully prepared for the transition under the OneWA initiative.

• Serve as the Budget and Accounting project expert for WSHS’s transition from the Agency Financial Reporting System (AFRS) to the Workday accounting system as part of the statewide OneWA initiative.
• Act as the Finance subject matter expert (SME) and primary liaison between WSHS, the OneWA Office of Financial Management (OFM) teams, internal business units, IT staff, and external contractors to ensure financial system requirements and agency business needs are accurately addressed.
• Interpret, analyze, and validate financial business processes and data in accordance with Generally Accepted Accounting Principles (GAAP), federal regulations, the Washington Administrative and Accounting Manual (WAAM), and internal policies to ensure compliance and accuracy during and after transition.
• Lead finance team efforts in system testing (unit, integration, and user acceptance), data conversion and validation, and post-implementation support for financial modules in Workday.
• Develop and implement new procedures, processes, and desk manuals for accounting and budget staff that reflect Workday functionality and updated workflows.
• Design and deliver WSHS-specific training on Workday financial functions workflows and facilitate all-staff training events prior to go-live.
• Provide timely, professional guidance and technical support to Accounting, Budget, IT and Program staff regarding Workday functionality, OneWA updates, and agency-specific impacts.
• Track and report on employee participation in OFM-mandated OneWA training to ensure WSHS meets statewide compliance requirements.

Lead and represent WSHS financial services in all OneWA Workday information-sharing and system remediation efforts, ensuring accurate, timely communication, coordination, and strategic alignment, with the Office of Financial Management (OFM) and internal stakeholders.

• Actively engages in all WSHS-specific and OFM OneWA Workday meetings, serving as a strategic participant and financial subject matter expert for the agency.
• Prepares, maintains, and distributes comprehensive meeting documentation, including key takeaways, action items, and decisions from OFM and WSHS Workday coordination meetings,
• Analyzes information presented at OFM OneWA meetings and advises agency leadership and staff on required actions, policy implications, and implementation strategies.
• Communicates key updates and decisions by posting concise, actionable summaries to the WSHS OneWA Teams channel and other internal communications platforms.
• Participates in all system remediation meetings, providing expert-level consultation on financial reporting, data structure, compliance requirements, and business process design to ensure successful alignment.
• Collaborates closely with WSHS IT staff, offering technical financial insight to support remediation of system interfaces and configurations impacted by the Workday transition.
• Serves as the primary Financial Services liaison to the OneWA Business Contractor, representing WSHS’s interests by attending working sessions, submitting documentation, and articulating agency-specific accounting processes and policy requirements.
• Develops and shares written manuals and guidance documents to ensure consistent understanding and application of statewide accounting policies within the WSHS context.

Leads the development, maintenance, and governance of the agency’s Foundation Data Model (FDM) within the Workday financial system, ensuring it accurately reflects WSHS’s budget structure, appropriation controls, and reporting needs.

• Serves as the agency’s primary point of contact and subject matter expert for creation, maintenance, and oversight of the Foundation Data Model (FDM) within Workday.
• Implements and monitors the FDM structure to ensure accurate alignment with WSHS’s financial operations, organizing and tracking revenues and expenditures for both high-end reporting and detailed analysis.
• Collaborates with the agency’s Budget Office to incorporate fiscal year appropriation updates, ensuring the FDM reflects approved budget structures, funding sources, and legislative intent.
• Analyzes and processes updates to FDM, submitted by the Budget Office, and ensures timely and accurate submission of changes to the Office of Financial Management (OFM) in accordance with established protocols.
• Provides expert-level consultation and guidance to budget and accounting staff on proper use of FDM elements for cost coding, ensuring consistency, accuracy, and compliance with GAAP, WAAM, and agency financial practices.
• Maintains documentation, procedures, and internal controls related to FDM management to support financial integrity and audit readiness.

Required Qualifications

Applicants must have a total of nine (9) years of combined experience and/or education:

Qualifying experience: At least three (3) years of professional level state or public sector accounting and two (2) years of experience in two (2) or more of the following areas or work related to the position:

• Leading project planning and objective setting
• Analyzing policies, laws, rules or regulations
• Business policy development
• Managing business operations

Qualifying education includes business administration, accounting, auditing, budgeting, public administration, law, or related fields. Qualifying education post high school or equivalent may be substituted year for year for experience.

Preferred/Desired Qualifications:

Experience working with Workday’s Foundational Data Models

• Two (2) years' experience using Human Resource Management System (HRMS) and Business Intelligence (data warehouse)
• Two (2) years of experience with government accounting and Washington state financial systems (e.g. Agency Financial Reporting System (AFRS), Financial Toolbox, and Enterprise Reporting)
• Experience using State and federal policies and laws including the State Administrative and Accounting Manual (SAAM and new WAAM created for Workday
• Knowledge of accounting theories and practices, such as internal controls, separation of duties, and cash handling
• Intermediate skills level in Microsoft Office suite of products including OneDrive, Teams, SharePoint, Excel, Word, and Outlook
