About the Role

The Personal Safety Initiative (PSI) is a non-crisis program that uses security measures, property modifications and technology to help victim survivors of family violence remain safely in their own homes, deter breaches of intervention orders and support evidence collection to hold perpetrators accountable.

Family Safety Victoria (FSV) has funded a statewide First Nations PSI Coordinator to strengthen access to the PSI response for Aboriginal community members experiencing family violence. Reporting to the Individual Support Services (ISS) Manager, this role is grounded in the Dhelk Dja definition of family violence and the right to self determination, and takes into account the ongoing impacts of colonisation, systemic violence and discrimination.

You will reduce systemic barriers to PSI access for Aboriginal community members, strengthen ACCO influence in PSI design and reform, improve consistency and cultural safety across mainstream PSI delivery, and build the evidence base to advocate for sustainable, Aboriginal-led PSI coordination across Victoria.

What You'll Do

System navigation

• Build mainstream PSI Coordinators' understanding of family violence risk in an Aboriginal context, and clarify roles across providers, auditors, coordinators and housing agencies.
• Develop practical resources for ACCO case managers on approval pathways, decision points and escalation options, translating policy and funding requirements into clear guidance.

Cultural safety advisor

• Advise on culturally safe PSI implementation, identify unsafe practices and collate feedback from ACCOs across the state.
• Feed this into local PSI Coordinators, home agencies and FSV, and advocate for appropriate auditing, installation, monitoring and training standards.

Ensuring Aboriginal voice in system design

• Establish structured feedback loops from ACCOs into FSV and Dhelk Dja, ensuring Aboriginal perspectives inform PSI reform.
• Use qualitative and quantitative methods to demonstrate the value and impact of ACCO led approaches.

Secondary consultation and practice advice

• Act as the secondary escalation point for ACCO Family Violence Case Managers statewide, reviewing risk based decisions and advising on appropriate use of PSI outside crisis-only responses.
• Support case managers to prepare stronger applications and advocacy on complex cases.

Relationship building

• Establish an ACCO PSI Community of Practice alongside the mainstream Community of Practice, and work closely with the Mainstream Statewide PSI Coordinator.
• Develop pathways for informal problem-solving and support collaboration across regions.

System monitoring, accountability and quality improvement

• Maintain a statewide system issues register, identify trends and design regular reporting into Dhelk Dja.
• Support ACCOs to escalate concerns collectively, promote consistency in practice, and advocate for expanded minimum technology standards and good-practice examples.

• Demonstrated knowledge of the Victorian Aboriginal community and the impact of family violence within it.
• A strong track record building relationships across ACCOs, mainstream agencies and government.
• Project management experience - sourcing, analysing and presenting complex information.
• The ability to lead, influence and support others toward shared project outcomes.
• Strong conceptual and strategic thinking, with a knack for spotting systemic issues and generating solutions.
• Self-motivation and strong time management in a dynamic, fast moving environment.

• Experience providing specialist family violence services to Aboriginal and Torres Strait Islander communities.
• Familiarity with the Personal Safety Initiative response.
• Experience developing, implementing and evaluating programs and initiatives.

Requirements

Essential

• A Victorian Employees Working with Children's Check card or willing to obtain one
• Willing to obtain a Police Check at Djirra's expense
• Driver’s License
• Tertiary qualification (degree) in social work, community development, human services or welfare (or equivalent experience)
• Minimum 5 years’ experience in the family violence sector, preferably with Aboriginal and Torres Strait Islander communities.
