Purpose of this position is to provide first-line supervisory, technical, and emergency response leadership for Deerfield Beach Fire Rescue. The Fire Lieutenant may be assigned to Operations or to a departmental Bureau and is responsible for supervising personnel, supporting emergency medical and fire-rescue service delivery, ensuring compliance with Department policies and medical protocols, and performing operational or administrative functions based on assignment.

This class works under general supervision and exercises independent judgment within established policies, procedures, protocols, and the scope of the assigned Operations or Bureau function.

Examples of duties

ESSENTIAL FUNCTIONS

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

  • Supervises, directs, and evaluates assigned personnel and promotes accountability, teamwork, professional development, and compliance with Department policies, procedures, and safety practices.
  • When assigned to Operations, responds to fire, emergency medical, vehicle accidents, and other emergencies; performs and supervises fire suppression, search and rescue, and advanced life support activities.
  • Provides advanced life support patient care within the scope of certification and Department medical protocols; evaluates EMS performance, patient care documentation, equipment readiness, and compliance with quality standards.
  • Evaluates performance of Paramedics and EMTs during medical emergency calls, drills and other EMS functions; monitors and evaluates performance of trainees and makes recommendations as appropriate.
  • Evaluates EMS service delivery to the public and recommends changes to the program as appropriate.
  • Plans, conducts, and participates in training, drills, continuing education, and performance evaluations; provides coaching, instruction, and recommendations to improve employee and service delivery performance.
  • When assigned to a Bureau, performs supervisory, administrative, project, program, training, logistics, EMS, community risk reduction, planning, or other specialized functions consistent with the Bureau assignment.
  • Prepares, reviews, and maintains reports, records, inventories, logs, correspondence, training documentation, and other Department records; ensures accuracy and timely completion.
  • Inspects and monitors assigned apparatus, vehicles, equipment, medical supplies, facilities, and/or program resources to ensure operational readiness and compliance with Department requirements.
  • Maintains radio communications with dispatch center, hospital personnel and other public safety agencies to receive and to transmit instructions involving patient care. Determines the need for back-up assistance.
  • Participates in the operation of department communications systems when so directed. Monitors EMS telemetry communications between rescue units and hospital.
  • Responds to emergency medical calls, providing basic, intermediate and advanced life support treatment to patients as well as transportation to appropriate medical facilities. Assesses the condition of patients and makes decisions regarding proper courses of action. Performs such duties as CPR, medication calculation and administration, immobilization of body, wound treatment, control of bleeding, monitoring and relaying of vital signs, oxygen and IV therapy administration, sterile suctioning, intubation, defibrillation, ECG monitoring and the management of cardiac arrest and severe trauma patients. Performs extrication of victims from wreckage as necessary.
  • Requisitions medical equipment and supplies as needed; conducts continuous evaluation of the condition and operation of rescue vehicles, equipment and personnel.
  • Reviews controlled drug records, temperature logs, station log books, and apparatus inventory logs to ensure proper sign-off.
  • Assists Medical Director as required.
  • Keeps abreast of new technology, methods and regulations for EMS and fire operations; attends meetings, conferences and continuing education classes as required and/or appropriate.
  • Prepares and/or processes accident/incident reports, EMS medical reports, exposure reports, inventory records, patient billing reports, vehicle daily check-off, work orders, controlled substance inventory records, supply order forms, EMS training reports, EMS Daily Evaluations, etc.
  • Maintains effective working relationships and coordinates activities with Department personnel, City departments, hospitals, law enforcement, partner agencies, vendors, community organizations, and the public.
  • Other duties, responsibilities, and activities may change or be assigned at any time with or without notice.

Qualifications

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

  • High school diploma or equivalent.
  • Minimum of four (4) years of progressively responsible fire-rescue experience, or an equivalent combination of education, training, and experience as determined by the City.
  • Valid State of Florida Driver License.
  • Current State of Florida Firefighter Certificate of Compliance.
  • Current State of Florida Paramedic Certificate.
  • Current Advanced Cardiac Life Support (ACLS) card.
  • Current CPR/BLS certification.
  • Current Pediatric Advanced Life Support (PALS) card.
  • Additional certifications may be required based on assignment.

PREFERRED EDUCATION AND EXPERIENCE REQUIREMENTS:

  • Associate's degree or higher in Fire Science, Emergency Medical Services, Public Administration, Emergency Management, Organizational Leadership, or a related field.
  • Florida Fire Officer certification and other specialized certifications related to the assigned Operations or Bureau function.

PHYSICAL DEMANDS:

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

  • Operations assignments require the physical ability to perform firefighting, rescue, and emergency medical duties, including climbing, balancing, stooping, kneeling, crouching, crawling, lifting, carrying, pushing, and pulling.
  • Bureau assignments may involve administrative work including sitting, standing, walking, sustained computer use, and occasional lifting or moving of objects. Employees must remain capable of performing emergency duties when required.

WORK ENVIRONMENT:

Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.

  • Operations work is performed in fire stations, emergency vehicles, training environments, community settings, and emergency scenes and may involve exposure to fire, heat, smoke, hazardous materials, infectious materials, extreme weather, noise, confined spaces, unstable structures, and other hazardous conditions.
  • Bureau work is generally performed in a standard office, fire station, training, or field environment with routine use of computers and office equipment; field visits and emergency response may be required.

WORK HOURS

Work schedules vary by assignment.

Operations personnel may work assigned shift schedules, including nights, weekends, holidays, overtime, and emergency callback.

Bureau personnel generally work an administrative schedule and may be required to work nights, weekends, holidays, special events, emergency activations, or other hours based on Department and City needs.
