The County of Riverside’s Fire Department has an opportunity for a Fire Communications Supervisor who will be assigned to the Fire Department's Emergency Command Center in Perris.

The Fire Communications Supervisor will supervise Fire Communications Dispatchers engaged in operating computer-assisted communications equipment at the Fire Department's Emergency Command Center (ECC) on an assigned shift, assist in the management of the ECC, and perform other related duties as required.

The Fire Communications Supervisor is the supervisory level classification in the Fire Communications series performing the full range of supervisory duties and reports to the Fire Communications Manager. This class is characterized by the responsibility to oversee and supervise subordinate staff on an assigned shift engaged in dispatching emergency and routine calls on a countywide basis. The Fire Communications Supervisor is also responsible for assisting in the administration of the ECC.

The Fire Communications Supervisor is distinguished from the Senior Fire Communications Dispatcher in that the latter serves in a lead position without full supervisory authority.

Examples of duties

• Schedule, assign and supervise the work of all subordinates on an assigned shift; resolve and report on disciplinary problems with staff; refer more sensitive or serious disciplinary problems and recommend disciplinary action to management.
• Work with other supervisory and management staff in developing initial and ongoing Fire Communications Dispatcher training programs; participate in the interviewing and selecting of personnel.
• Study and evaluate existing procedures and internal policies and recommend new or revised procedures and policies pertaining to efficient and effective ECC operation; prepare and update manuals of procedures pertaining to operations and implementation of policies and instruct staff members in their use.
• Request and review computer-generated statistical workload reports for purposes of assessing training needs, determining staffing requirements, and adherence to established procedures and regulations.
• Review the performance of subordinate personnel for adherence to policies, procedures and established work performance standards; compose written annual and special employee performance evaluations for management approval.
• Supervise subordinates in the use of communications frequencies by station and mobile units to ensure compliance with the law and department policy; document and report infractions.
• Monitor communications equipment for maintenance and/or repair problems to ensure proper operation of equipment and report problems with equipment to management; resolve problems encountered by subordinates in operating computer terminals or communications equipment; assist management with budget preparation by projecting costs and writing justifications on an assigned basis.
• Participate in the training of various Fire Department personnel at the Ben Clark Training Center.
• Incorporate direct participation in the policy making for the Communications Division within the Fire Department by virtue of emphasis on firefighter and public safety; may formulate functional guidelines within communications as it directly relates to field operations.
• Review and sign subordinate employees' timesheets and review payroll for accuracy and completeness; act on employee time off requests including vacation, sick leave and shift trades, staffing decisions, including the authorization of overtime, call-out of employee, shift scheduling and changes, and previously scheduled work.
• Create daily incident summary report for review by management and administrative staff.
• Participate in various Department committees and special operations meetings.

Qualifications

Education: Completion of 30 semester or 45 quarter college level units from an accredited college or university, preferably with a specialization in business or public administration or a related field to the assignment. (Additional qualifying experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)

Experience: Three years in the operation of radio dispatch equipment in a 24-hour public safety dispatch office, which must have included one year as a Senior Fire Communications Dispatcher for the County of Riverside or its equivalent.

License: Possession of a valid California Driver's License is required for traveling too various off-site locations for trainings and other operational needs.

Knowledge of: The principles and practices of radio communications, including county, state and federal laws governing radio transmission; dispatch operations; the codes, techniques and procedures used in dispatching and operating communications equipment; the functions, operations, rules, and regulations of the Fire Department.

Ability to: Assign and supervise the work of subordinate staff; plan, develop and organize an employee training program; exercise sound judgment in emergency situations; develop and evaluate communications and recordkeeping procedures; troubleshoot components of data or voice communication as it relates to Mobile Digital Terminal/Mobile Digital Computing (MDT/MDC) within a multi-user environment and a sophisticated windows NT based telephony based system; understand and interpret statistical reports; present information clearly and concisely in written and verbal form; perform basic mathematical calculations; maintain effective working relationships with others; analyze and evaluate information and draw logical conclusions; promote teamwork in a positive work environment.

Other Requirements

Assessment: Minimally qualified candidates hired on or after November 1, 2019, will be required to pass a psychological assessment to be considered for this classification.

Certification Requirements After Hire: Successful completion of the County of Riverside Supervisory Academy Certificate Program or its equivalent is required within two years of appointment.
