Salary: $70,003.82 - $79,563.82 – Permanent Full-Time, based on a 35-hour work week.
An additional 10.75% Job Family Market Multiplier will be added to the posted salary.
An additional 3% Location Allowance will be added to posted salary for northern location.
About the Job:
The Financial Reporting & Systems Analyst (Analyst) supports core financial operations, including month-end and year-end close, payment review, capital asset accounting, and the preparation of accurate financial reporting in accordance with Public Sector Accounting Standards (PSAS) and internal policies. The role serves as the operational lead for Microsoft Dynamics 365 Business Central, overseeing system administration, financial system structures, and data integrity to maintain strong internal controls and reliable financial information. Collaborating with internal teams, the Analyst supports the annual audit, provides guidance on financial policies and procedures, and drives continuous improvement in financial processes, systems, reporting, and user experience.

Financial Reporting & Systems Analyst
Lead accounting and reporting for the full lifecycle of capital assets, including those in progress, capitalization, amortization, disposals, and impairment assessments, exercising professional judgement to determine asset classification, valuation, and in-service dates, ensuring accurate and complete financial records and compliance with PSAS.
Lead month-end and year-end close activities for capital assets and assigned accounts, including reconciliations, continuity schedules, investigation and resolution of variances, and general ledger maintenance to support accurate financial reporting and integrity of financial records.
Prepare, review, and analyze financial reports, statements, and supporting schedules, including disclosures and capital asset continuity reporting, ensuring accuracy, completeness, and compliance with PSAS and internal policies.
Contribute to the preparation of executive financial reporting, including expense forecasting and variance analysis to support effective financial management and decision-making.
Serve as the operational lead for Microsoft Dynamics 365 Business Central, including system administration, configuration, integrations, and master data management.
Lead the continuous improvement and evolution of the financial system in response to changing business needs and reporting requirements.
Establish, maintain, and modify finance system structures, including expense types and organizational hierarchies, to support accurate and reliable financial reporting.
Support the annual external financial statement audit, including responding to auditor inquiries and providing financial information and supporting documentation and other external reporting requirements.
Develop and deliver training, guidance, and documentation to finance employees, system users, and operational employees to promote consistent processes, accurate ledger coding, and compliance with financial policies.
Identify, implement, and support continuous improvement initiatives within financial operations and systems to enhance data quality, efficiency, and user experience.
Act as a subject matter expert on financial reporting and capital asset accounting by researching, interpreting, and applying PSAS standards to develop accounting approaches, position papers, decision notes, and recommendations.
Assess risks and implications of financial decisions and resolve accounting issues by modifying or adapting approaches to align with PSAS and organizational requirements.
Advise on the interpretation and application of financial policies, procedures, and accounting standards.
Contribute to the development, implementation, and continuous improvement of financial policies, procedures, guidelines, and internal controls to support consistent and compliant financial practices.
Perform other related duties as required to support effective financial operations and organizational objectives.
Education:
A degree from a recognized post-secondary institution in a relevant field such as Business Administration, Finance, or Accounting, and a minimum of two years of related experience.
An equivalent combination of education, training, and experience may be considered.
Preference may be given to applicants with a Chartered Professional Accounts of Canada (CPA) designation or enrolment in a CPA program.
Note: If your professional accounting designation was obtained from outside of Canada, you will need to confirm it has been assessed for equivalency through an applicable Canadian Accounting Association.
Experience:
Demonstrated experience applying PSAS, with the ability to interpret and apply standards to support sound financial analysis and decision-making.
Demonstrated experience supporting core financial processes, including general ledger maintenance, reconciliations, financial analysis, and month-end and quarter-end close.
Demonstrated experience reviewing and approving financial transactions, including accounts payable and employee expenses, ensuring accurate coding and compliance with internal controls and policies.
Demonstrated experience working with enterprise financial systems, including system administration, user access, master data management, and system configuration.
Demonstrated experience developing and maintaining process documentation, user guidance, and training materials to support consistent and compliant system use.
Demonstrated experience providing clear guidance and professional support to staff and stakeholders, including reviewing work, offering feedback, and explaining financial processes and system requirements.
Demonstrated experience identifying and implementing process improvements within financial operations and systems.
Demonstrated experience applying intermediate to advanced Microsoft Excel skills, including use of PivotTables and lookup functions.
Preference may be given to applicants with:
Experience with Microsoft Dynamics 365 Business Central and Continia.
