Position Overview

Seeking a senior Lead Project Manager to oversee a major system replacement or migration initiative involving financial, mortgage, and/or loan servicing processes.

This individual will serve as the Agency’s day-to-day project representative and will be responsible for leading the implementation lifecycle from planning through configuration, data migration, testing, UAT, go-live, and post-implementation stabilization. The role requires someone who can operate on the client side, coordinate software vendors and third parties, maintain project transparency, manage risk, and ensure the implementation remains aligned with Agency business, financial, regulatory, and operational requirements.

This is not simply a software-vendor implementation role. The ideal candidate will have experience representing the client or owner and holding implementation vendors accountable for scope, quality, schedule, and delivery.

Primary Performance Objective

Lead the successful end-to-end delivery of the Agency’s financial and/or mortgage-related system implementation while maintaining clear governance, strong vendor accountability, reliable project status reporting, effective testing and UAT, controlled change management, and readiness for production go-live.

Establish Project Control

The Lead Project Manager will be expected to:

  • Review and validate the current project scope, requirements, implementation plan, milestones, dependencies, and deliverables.
  • Assess vendor commitments, timelines, assumptions, and risks.
  • Establish or refine the overall work plan and project governance structure.
  • Create or refine the RAID process for risks, assumptions, issues, and dependencies.
  • Establish executive and stakeholder reporting cadence.
  • Validate existing business requirements and future-state process documentation.
  • Identify gaps, unresolved decisions, or changes requiring formal governance.
  • Review the data migration, testing, UAT, and go-live approach.
  • Establish clear escalation and decision-making processes.

Drive Execution and Vendor Accountability

The Lead Project Manager will:

  • Coordinate Agency stakeholders, software vendors, technical resources, and third parties.
  • Track milestones, issues, defects, dependencies, and vendor commitments.
  • Challenge unrealistic schedules, scope assumptions, or resource plans.
  • Escalate delivery concerns when evidence supports changes to the project plan.
  • Coordinate testing and UAT readiness.
  • Ensure business users are prepared to participate in formal UAT.
  • Support defect prioritization and resolution.
  • Coordinate closely with the Data Migration Lead on conversion readiness.
  • Maintain transparent project status reporting to Agency leadership.

Vendor management, issue escalation, performance reporting, and executive transparency are specifically identified as core requirements.

Prepare for Go-Live

The Lead Project Manager will:

  • Drive completion of implementation milestones.
  • Coordinate UAT and defect resolution.
  • Use testing and migration results to assess go-live readiness.
  • Establish objective entry and exit criteria for UAT and production readiness.
  • Coordinate cutover activities.
  • Support Agency training, communications, and adoption activities.
  • Ensure user documentation and SOPs are completed.
  • Coordinate post-go-live stabilization.
  • Maintain executive visibility into risks, issues, decisions, and readiness.

Core Responsibilities

  • Lead large-scale software implementation or migration projects.
  • Manage the full lifecycle from planning through stabilization.
  • Serve as the Agency’s day-to-day project representative.
  • Coordinate software vendors and third parties.
  • Manage scope, schedule, resources, dependencies, risks, issues, and change.
  • Maintain RAID logs and executive project status reporting.
  • Lead project governance and escalation.
  • Oversee UAT planning and business-user participation.
  • Coordinate go-live readiness and cutover.
  • Support change management, training, documentation, and adoption.
  • Maintain alignment with Agency decision-making and contracting authority.

Required Domain Experience

Candidates should demonstrate experience with financial, accounting, mortgage, or loan servicing environments, including familiarity with areas such as:

  • General ledger postings
  • Reconciliations
  • Month-end and year-end processes
  • Financial reporting
  • Internal controls
  • Loan boarding
  • Payment application
  • Escrow
  • Payoff
  • Refinance
  • Mortgage or loan servicing workflows

Required Experience

  • Significant enterprise project or program management experience.
  • Experience leading system replacements or migrations.
  • Full implementation lifecycle experience.
  • Financial, mortgage, loan servicing, or comparable financial platform experience.
  • Client-side or owner-representative project management experience.
  • Vendor and third-party management.
  • UAT and testing oversight.
  • Executive reporting.
  • Risk and issue management.
  • Change control.
  • Go-live and stabilization experience.

Preferred Experience

  • Housing Finance Agency experience.
  • State or public-sector experience.
  • Data governance and system integration experience.
  • PMP certification.
  • Experience with regulated financial systems.

Familiarity with HUD, IRS Publication 1075, NIST 800-53 Moderate, and applicable state security requirements.
