The Department of Environmental Conservation is seeking an organized, self-motivated, detail-oriented professional to join our Funds Management Team within the Administration and Innovation Division. This position's main focus will be the servicing and management of the Dam Safety, Underground Storage Tanks, and On-Site State Revolving Funds (SRF) loan programs, as well as the management and administration of third-party contract(s) for underwriting and recording, etc., of such loans. This position interacts and manages relationships with internal and external organizations, employees, and stakeholders. The ideal candidate will be inquisitive, collaborative, digitally proficient, and have a desire to learn new skills and software. The ideal candidate will also have strong internal and external communication skills to work supportively with members of the Department and the public. Prior advanced accounting experience, strong analytical skills and attention to detail with advanced Excel skills, as well as experience with VISION (the State's Oracle-based Accounting System) are preferred. Knowledge of federal, state, and local lending regulations and ability to work independently and manage multiple tasks efficiently are also preferred. The Department of Environmental Conservation currently operates in a hybrid working environment, supporting remote work as well as Core Days in which all staff are in the office. Permission to participate in telework is applied for on an individual basis.

Bachelor's degree in accounting or a bachelor's degree in any discipline that includes or is supplemented by 20 credit hours in accounting AND two (2) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

Bachelor's degree in any discipline AND four (4) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.
OR
Associate's degree AND six (6) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.
OR
High School diploma AND eight (8) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.
OR
One year as a Financial Manager I with the State of Vermont.
OR
Certification as a CPA.
For some positions experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.
